SYNOPSIS: 

This report highlights the January 2001 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs, Media Communications, and Transportation Programs. The latest edition of the AQMD Advisor is included with this report.

The following report reflects the activities of the Public Affairs Office for the month of January. The report format includes six major areas: Environmental Justice Update, Community Events/Public Meetings (including the Speakers Bureau, Visiting Dignitaries and Public Information Center), Business Assistance, Intergovernmental Affairs, Media Communications (including the Communication Center), and Transportation Programs.

ENVIRONMENTAL JUSTICE UPDATE

As of March 2000, the AQMD has met the objectives of the Environmental Justice Initiatives. Policies and Procedures are in place to address the Environmental Justice concerns of communities and individuals.

INITIATIVE	ACTIVITY
Town Hall Meetings	A Town Hall Meeting was held on Wednesday, January 31, 2001 at the Carson Community Center in Carson.
Ambient Monitoring of Air Toxics	MATES-II and Microscale Study: Completed. The Governing Board approved the MATES II Study at the March 2000 meeting.
Community Response Teams	Torch Middle School AQMD staff attended a community meeting held at Torch Middle School on Wednesday, January 31, 2001. CENCO The AQMD Hearing Board held a Public Hearing in Santa Fe Springs on January 25, 2001 on the proposed refinery.
CEQA Commenting	Commenting Reporting Period: December 2000 Requests to AQMD for document review          0 Documents received this reporting period         34 Documents to receive AQMD comments:        15 Comment letters sent out this reporting period:   6
Environmental Justice Task Force	Completed. The final report was received at the August 1999 Governing Board meeting.
City of Los Angeles Environmental Justice Forum	Completed. AQMD participated in the October 25, 1997 forum.
Diesel Fuel Clean-Up Incentives	A Program Announcement for the acceptance of applications for the FY 2000-01 Lower-Emission School Bus Replacement and Retrofit Program Funding is going to the Governing Board on February 16, 2001.
Field Inspection Technology	Completed. The Governing Board approved a plan at the December 1998 meeting.
Portable Equipment Permitting	Completed. The Governing Board approved a Compliance Policy for Portable Equipment on March 12,1999.
Public Comment, Rules 1401 and 1402	Completed. The Governing Board approved the Toxics Reduction Plan at the March 2000 meeting.

COMMUNITY EVENTS/PUBLIC MEETINGS

Each year, thousands of AQMD customers receive tips on reducing their exposure to smog and its health effects; information on ways to participate in AQMD rule and policy development; and assistance in resolving air quality-related problems through events and meetings which AQMD sponsors alone or with others. The following describes the activities undertaken during January.

1/3	Orange	Spoke with American Lung Association, Orange County, re: AQMD participation as member of their Clean Air Committee. This group will plan activities to celebrate Clean Air Month in May. Staff will participate.
1/3	Los Angeles	Spoke with the Council of African-American Parents to confirm that AQMD will print 1,000 flyers for their upcoming community fair. They will publicize our air quality programs at their event.
1/3	Los Angeles	Spoke with the School Nurse Coordinator for LA Unified School District re: an upcoming series of in-service courses on asthma education for their 600 school nurses. Will include air quality information in the conference packets.
1-9	Los Angeles	Received a call requesting information on Adopt-A-School Bus program, specifically information on articles of incorporation. Company is interested in establishing an Adopt-A-School Bus Foundation.
1/9	Los Angeles	Attended City of Arcadia Planning Commission Meeting. The community was upset over the possible placing of a crematory in a residential area.
1-10	Los Angeles	Meeting with Bassett USD Superintendent of Schools and staff at Torch Middle School in City of Industry re: odor concerns related to adjoining facility (Light Metals). Engineering & Compliance staff and Health Effects Officer also attended briefing. A community meeting is scheduled for Jan. 31 at Torch School to explain complaint process to the community and to discuss monitoring of wind flow patterns and potential sampling.
1/16	San Bernardino	Attended a meeting of the Inland Empire Environmental Expo planning committee. The District is a major sponsor of the April 21 expo. The event also will be the location of a live broadcast by Radio Disney and a scheduled appearance by NBC4's Christopher Nance. More than 10,000 people are expected to attend.
1/16	Los Angeles	Attended a town hall meeting hosted by the California Energy Commission on the air quality aspects of the proposed Nueva Azalea power plant in Downey. About 110 people attended.
1/16	Los Angeles	Attended in-service on asthma and respiratory health for Los Angeles Unified School District nurses. Provided attendees with information on smog and respiratory health.
1/16	San Bernardino	Attended board meeting of the Inland Empire African American Chamber of Commerce to identify small business assistance issues.
1/16	San Bernardino	Attended town hall meeting hosted by Omnitrans to hear residents’ concerns about methyl mercaptan fumes from an Omnitrans natural gas facility near an elementary school in San Bernardino. About 50 people attended, mostly parents concerned about the health impacts on students.
1/17	Texas	Received call from the Paso del Norte Project in El Paso, TX requesting information on outreach programs specific to carbon monoxide levels. The Paso del Norte project includes border cities in Texas, New Mexico and Mexico and works to promote public education programs. Provided outreach information specific to ozone exceedances. Commented that our web page was very useful and easy to use.
1/20	Los Angeles	Attend a public forum of the 8th LA City Council District, and staffed an information table.
1/23	Los Angeles	Provided air quality overview slide presentation and tour to engineering class from Cal Poly Pomona.
1/27	Los Angeles	Participated as a judge in evaluating model cities and essays submitted by middle school students at the National Engineers Week Future City Competition at California Science Center.

1/30	Riverside	Met with staff from the Center for Community Action and EJ to discuss Community meeting being held at Jurupa Valley High School on Feb. 7.
1/31	Headquarters	Met with staff from KGGI Radio to discuss Orange Blossom festival and potential radio campaign in Inland Empire.
1/31	Los Angeles	Attended Community Meeting at Torch Magnet School in City of Industry to discuss concerns related to neighboring facilities (odors and smoke).

AQMD receives dozens of requests each month from trade associations, chambers of commerce and community-based groups, as well as schools, hospitals and health-based organizations, requesting a District staff member to speak on a variety of air quality-related issues. In turn, the District hosts distinguished visitors from around the world, as well as members of the general public, who visit our headquarters to tour the facility and meet with staff on a wide range of air quality issues. The following describes the major activities handled during January.

1/30	Headquarters	Facilitated visit by senior researcher at Frontier Technology Laboratory of Tokyo Gas Co. Ltd., who met with Engineering & Compliance and Technology Advancement staffs on RECLAIM and CNG applications.

BUSINESS ASSISTANCE

AQMD assists businesses by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

1/2	Los Angeles	Dry cleaner: Plans to purchase existing dry cleaning shops. Responding to AQMD’s ad regarding business ownership transactions in The Korean Times, contacted the District for information and assistance. Provided explanation on rules and permitting requirements for solvent dry cleaning operations.
1/2	Ontario, Canada	Paint manufacturer: Explained AQMD’s VOC labeling requirements for coating materials.
1/2	Orange	Hotel: Operates several small boilers rated 1-2mm Btu/hr. Provided assistance completing the Rule 222-B filing for small boilers.
1/2	Los Angeles	Building management company: Explained the compliance and permitting requirements for the new mid-size boiler the company will be installing and assisted in completing the permit application.
1/3	Riverside	New printing facility: Provided assistance determining the permitting requirements for facility’s printing equipment. A clearance letter was issued due to Rule 219 exemption status.
1/3	Los Angeles	Rental equipment company: Assisted with the statewide certification program for portable internal combustion engines. Provided fees and California Air Resources Board contact.
1/4	Orange	Private household: Complained of excessive odors from a fiberglass molding plant. Discussed nuisance Rule 402 and referred to AQMD complaint hotline to establish incident record.
1/9	Los Angeles	Auto body shop: New facility will include a paint spray booth. Provided and explained applicable rules, helped with completion of the application package, and provided a clearance letter. Assistance was provided in Spanish.
1/9	Los Angeles	Metal coating: New facility will include an open spray operation. Provided and explained applicable rules and recordkeeping forms and provided a clearance letter. Assistance was provided in Spanish.
1/9	Los Angeles	Architect: Called to obtain information about crematory. Discussed District rules and regulations for permitting crematories and faxed the application package.

1/9	Chicago, IL	Dry cleaning equipment manufacturer: Explained VOC emissions offset requirements for a garment manufacturer’s new petroleum solvent dry cleaning machine permit applications.
1/10	Los Angeles	Small Business Alliance: Participated in the bi-monthly meeting of the Board of Directors of the Small Business Alliance, a group of 14 trade association directors. Provided a list of all the upcoming rules that might affect small business.
1/10	Orange	Metal forming company: Plans to relocate metal forming operations and requested permitting information regarding plasma arc cutting equipment. Discussed Rule 219 exemptions, and provided application forms.
1/10	Riverside	County executive office: Explained variance petition procedures. Plans to petition for a variance from District’s "open fire" rule to allow burning off of some green waste in a remote site where landfill access is limited.
1/11	Los Angeles	Body shop: New owner took over shop with spray booth that had an expired permit. Needed help with the permit application and general information about compliance for the shop. Inspected facility and found that previous permit had incorrect description. Assisted with completing forms with correct description and discussed how to comply with Rules 109, 1151 and 1171.
1/11	Orange	Poultry butchering facility: Explained District’s regulation for odor complaints and public nuisance violations, and feasible ways to reduce odor problems.
1/11	Los Angeles	Engineering consultant: Conducting feasibility study for using existing gas turbines fired with bio-fuel to generate electricity. Explained District’s permitting and compliance requirements for turbines.
1/11	Orange	Pleasure craft manufacturer: Conducted an on-site consultation; provided and explained applicable rules and recordkeeping forms, and issued a clearance letter.
1/12-14	Los Angeles	Set up and staffed outreach booth at the Asian American Expo. Distributed over 2,500 copies of new Air Quality Index information sheet in Chinese language.
1/16	Orange	Car wash: Removing underground storage tank that will not be replaced. Discussed requirements and referred to toxics group for notification request.
1/16	Riverside	Metal product coating: New business will include a powder spray booth and oven. Conducted an on-site consultation. Provided and explained applicable rules, assisted in the completion and submittal of the application package and issued a clearance letter.
1/17	Orange	Wood furniture and cabinet manufacturer: Expanding to include a paint spray booth. Conducted an on-site consultation visit. Provided and explained applicable rules, assisted in the completion and submittal of the application package and issued a clearance letter. The assistance was given in Spanish.
1/17	Orange	Custom fiberglass equipment manufacturer: Owner is concerned about electrical power supplies in future and is investigating installing a cogen system. Discussed permitting requirements and fees. Also, has two boilers which fall under Rule 222 requirements and wanted to know how to register.
1/18	Los Angeles	Building contractor: Proposing to operate two portable internal combustion engines for power generation at construction site. Discussed BACT requirements, application forms and fees.
1/18	Los Angeles	Food product manufacturer: Existing facility that received a Notice of Violation. Explained the violation and settlement per the Office of Chief Prosecutor. Assistance was given in Spanish.
1/18	Orange	Hispanic Chamber of Commerce of Orange County business meeting: Attended and gave outreach materials regarding Fleet Rules and Small Business Assistance programs.
1/19	Los Angeles	Irish Environmental Affairs representatives: Met at Cal EPA permit center in Los Angeles. Discussed AQMD requirements for the film industry, specifically film printing and cleaning and proposed Rule 1425.
1/19	Los Angeles	Port Authority: Inquired about the possible resolution for allowing emergency power generating equipment to operate in excess of the 200 hours yearly limit. Many commercial operations within the port jurisdiction are operating their emergency engines in excess of 150 hours within the year. Staff advised the port authority to ask its client companies confronted with this situation to petition for a variance with the Hearing Board. Informed the port authority that staff will provide assistance in filing for variances.
1/23	Los Angeles	Pharmaceutical manufacturer: Requested information regarding rule and permit requirements. Provided and explained applicable rules and issued a clearance letter.
1/23	Los Angeles	Auto body shop: Company plans to relocate several blocks away and purchase new spray booth. Visited new site and discussed public nuisance considerations. Assisted in completing permit application. Also visited a school, located within 1,000 feet, and obtained contact information for public notification.
1/23	Orange	Metal finishing: In the process of relocating to a different city. The relocation process has been partially delayed due to unforeseen circumstances, which will require some of the products to be made in the old facility. Equipment permits at the old facility have already expired. District inspector said the company is in violation of operating without valid permits, and the company requested assistance in getting temporary permits to continue to operate in old location. Staff explained the District permitting requirements to the company and provided assistance reinstating some of the equipment permits at the old location.
1/24	Orange	Restaurant: Applicant is starting up fast food restaurant that will be operating a charbroiler. Provided assistance in completing registration application.
1/24	Orange	Wood furniture manufacturer: New business that will include a paint spray booth. Conducted an on-site consultation visit. Provided and explained applicable rules, assisted in the completion and submittal of the application package and issued a clearance letter. The assistance was given in Spanish.
1/24	Los Angeles	Food product manufacturer: Existing facility that received a Notice of Violation. Staff explained the violation and settlement per the Office of Chief Prosecutor. Assistance was given in Spanish.
1/24	Los Angeles	Aerospace firm: Inquired about permitting a certified emergency generator at the facility and possibly running it beyond allowable hours. Staff discussed District rules and advised of District’s procedure for submitting variance request to operate the generator beyond allowable hours.

1/24	Las Vegas, NV	Out-of-state emergency power generating equipment rental company: Expanding rental business in the SCAQMD area, requested assistance obtaining operating permits for its rental equipment to be deployed in Southern California. Staff provided assistance explaining District’s permitting and compliance requirements for emergency equipment.
1/25	Orange	Dry cleaner: Received Notice of violation for using perc solvent amount exceeding the permitted limit. Referred by District Prosecutor. Staff began to conduct investigation into the alleged violation and provide compliance assistance to the small dry cleaner.
1/25	Orange	Industrial Environmental Coalition of Orange County (IECOC) bi-monthly meeting: Gave AQMD update and information on business assistance programs.
1/25	Orange	Hispanic Chamber of Commerce of Orange County Business Meeting: Distributed outreach materials regarding small business programs and an update regarding energy crisis issues such as emergency internal combustion engine use, permitting, etc.
1/26	Los Angeles	Restaurant linen supplier: Operates small boiler and large water heater for its laundry operation. Explained the District’s permitting/compliance and filing requirements for water heaters and boiler equipment. Assistance was given in Chinese.
1/26	Wyle, TX	Adhesives material manufacturer. Provided assistance explaining the new VOC limits for various adhesive materials imposed by recently amended Rule 1168.
1/26	Los Angeles	Metal finisher: Is in violation of operating a non-compliant vapor degreaser without a valid permit. Provided assistance explaining the District’s permitting and compliance requirements for degreaser equipment.
1/27	Los Angeles	Attended National Engineers Week Future City Competition at California Science Center. Engineer mentor for Suzanne Middle School. School won award for engineering design.
1/30	Los Angeles	Sawdust & wood chips manufacturer: Purchased used diesel generator and wanted to permit as emergency generator. Visited facility and found engine would not meet BACT emissions limits. Suggested he contact local dealer for advice. Found that the engine could be retrofitted to meet BACT at an affordable price.
1/30	Los Angeles	Steel sheet metal supplier/distributor: Conducted an on-site consultation meeting and provided assistance explaining District’s permitting and compliance requirements for emergency equipment.
1/30	Los Angeles	Clean Energy Projects Workshop: Governor’s Clean Energy Green Team – Interaction with business managers, consultants and other public officials regarding AQMD business assistance programs through CALEPA Permit Assistance Centers.
1/31	Los Angeles	Condo tower building homeowners association: Was issued Notice of Violation for operating a large boiler without valid permit. As requested by District Prosecutor, staff provided assistance to the association’s management contractor in achieving compliance.
1/31	Orange	Dry cleaner: Cited for operating perc dry cleaning equipment without a valid permit. Violation may involve an erroneous permit application filed in 1998 on the owner’s behalf. As requested by District Prosecutor, staff is conducting an investigation on the original application in order to sort out the cleaners’ permitting status.
1/31	Los Angeles	Motion picture film cleaner: Plans to install new film cleaning equipment using a new non-polluting solvent. Provided assistance explaining the proposed amendment of Rule 1425 and completing new permit application.
1/31	Los Angeles	Auto body shop: Proposing to operate a paint spray booth and requested expedited processing. Discussed Rule 301(y), explained rule requirements, recordkeeping, and letter needed for express processing. Assistance was given in Spanish.
1/31	Los Angeles	Metal fabricator: Installing a new coil coating line that will be vented to an afterburner. Discussed their proposal and verified required forms and fees.

INTERGOVERNMENTAL AFFAIRS ACTIVITY

Intergovernmental Affairs works with local government, state and federal officials in response to their air quality concerns and local issues.

1/4	Districtwide	Attended SCAG Energy and Environment Policy Committee and Regional Relations Taskforce Meetings. Spoke briefly regarding the draft Regional Transportation Plan (RTP) with Buena Park, Hemet, and Temecula Council Members.
1/4	Orange	Attended San Clemente City Council Meeting. Discussed recent AQMD accomplishments in improving air quality in the region with Council Members and City Manager.
1/4	Los Angeles	Participated in Los Angeles City Board of Taxicab Commissioners meeting to discuss fleet rules.
1/4	Los Angeles	Participated in League of California Cities General Membership meeting.

1/5	Orange	Discussed the implementation of Rule 1193 – Clean On-Road Residential and Commercial Refuse Collection Vehicles with the Assistant to the City Manager for the City of Santa Ana.
1/5	Los Angeles	Conferred with Deputy from Representative Lucille Roybal-Allard's Field Office re: proposed Nueva Azalea power generating facility.
1/5	Los Angeles	Conferred with staff from the City of Bellflower re: fleet rule implementation.
1/8	Riverside	Attended Riverside County Division League of California Cities Meeting. Spoke briefly regarding air quality matters with mayors, council members, and staff from the cities of Temecula, Hemet, Palm Desert, Perris, Lake Elsinore, Riverside, Coachella, La Quinta, Moreno Valley, Murietta, and Indian Wells.
1/8	Los Angeles	Attended Whittier County Community Coordinating Council Board of Director's meeting and Officer Installation Ceremony.
1/8-10	Sacramento	Participated in California Contract Cities Annual Legislative Orientation Tour in Sacramento.
1/8-10	Sacramento	Provided staff support to Boardmember Bea LaPisto-Kirtley. Met with several Legislators to discuss air quality issues and Board-approved Legislative concepts.
1/9	Los Angeles	Conferred with Economic Development Director for the City of El Segundo re: use of emergency generators during power shortages.
1/10	San Bernardino	Attended San Bernardino Associated Governments (SANBAG) Board Meeting. Spoke briefly regarding air quality matters with the mayors, council members, and staff of the cities of Ontario, Montclair, Chino, Chino Hills, Loma Linda, Fontana, and three San Bernardino County Supervisors.
1/10	Los Angeles	Conferred with staff from the City of Los Angeles Department of General Services re: fleet rule implementation.
1/16	Riverside	Attended La Quinta City Council Meeting. Discussed recent AQMD accomplishments in improving air quality in the region with the Mayor and Council Members.
1/16	Orange	Consulted with a Council Member from the City of Tustin regarding the Environmental Impact Report (EIR) for the city’s proposed General Plan Amendment for the "Reuse and Disposal of the former MCAS Tustin" item on the January 16, 2001 City Council Agenda.
1/16	San Bernardino	Attended Omnitrans "Neighborhood Meeting". This was the third in a series of meetings with residents in the neighborhood surrounding the Omnitrans East Valley facility, Omnitrans officials, Mayor Judith Valles’ Office, the Gas Company, and AQMD in an attempt to resolve complaints involving Methyl Mercaptan fumes.
1/16	Los Angeles	Met with a Los Angeles City Councilmember and Barry Wallerstein to discuss various air quality issues.
1/17	San Bernardino	Attended SANBAG Administrative and Plans & Programs Committee Meetings. Spoke briefly regarding air quality matters with the following SANBAG committee members: Mayor, City of Fontana, Mayor, City of Montclair, Mayor, City of Chino, Council Member, City of Loma Linda, and Council Member, City of Fontana.
1/18	San Bernardino	Attended San Bernardino County City Managers Meeting. Spoke briefly regarding air quality matters with city managers from the cities of Highland, San Bernardino, Chino, Colton, and the Executive Director of SANBAG.
1/18	San Bernardino	Attended Inland Empire Division, League of California Cities General Membership Meeting. Spoke briefly regarding air quality matters with mayors, council members, and city managers from the cities of Redlands, Rancho Cucamonga, Chino, Montclair, Fontana, Highland, and San Bernardino.
1/18	Los Angeles	Attended League of California cities Policy Committee meeting.
1/19	Los Angeles	Met with a South Gate Councilmember and Barry Wallerstein re: proposed Nueva Azalea power generating facility.
1/22	San Bernardino	Attended Inland Empire Division, League of California Cities Legislative Task Force. Participated in a discussion of legislative issues important to local government in San Bernardino County.
1/23	Orange	Attended Orange County Board of Supervisors’ Meeting. Spoke briefly with 2nd District Supervisor.
1/23	Riverside	Attended Moreno Valley City Council Meeting. Discussed recent AQMD accomplishments in improving air quality in the region with the Mayor and a Council Member.
1/23	Los Angeles	Participated in South El Monte City Council meeting re: constituent issue with company installing paint spray booth and being located next to elementary school.
1/24	Riverside	Attended Northwest Riverside County Clean Cities Steering Committee Meeting. Participated in the discussion of the Coalition’s October 2001 "Annual Clean Fuel Vehicle" event.
1/24	Los Angeles	Conferred with City of Southgate staff re: Proposed Nueva Azalea power generating facility and the previous night's Council action. Prepared and delivered communications regarding such.
1/25	San Bernardino	Attended Baldy View Public/Private Coalition (CLOUT) Meeting. Transportation Programs implements Rule 2202, provides AB 2766 outreach and technical assistance to local governments, coordinates with regional planning agencies relative to transportation and air quality issues, and administers additional mobile emission reduction programs and activities.
