Public Affairs Report

SYNOPSIS: 

This report highlights the January 2001 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs, Media Communications, and Transportation Programs. The latest edition of the AQMD Advisor is included with this report.

The following report reflects the activities of the Public Affairs Office for the month of January. The report format includes six major areas: Environmental Justice Update, Community Events/Public Meetings (including the Speakers Bureau, Visiting Dignitaries and Public Information Center), Business Assistance, Intergovernmental Affairs, Media Communications (including the Communication Center), and Transportation Programs.

ENVIRONMENTAL JUSTICE UPDATE

As of March 2000, the AQMD has met the objectives of the Environmental Justice Initiatives. Policies and Procedures are in place to address the Environmental Justice concerns of communities and individuals.

  1. Town Hall Meetings

A Town Hall Meeting was held on Wednesday, January 31, 2001 at the Carson Community Center in Carson.

  1. Ambient Monitoring of Air Toxics

MATES-II and Microscale Study:

  • Completed. The Governing Board approved the MATES II Study at the March 2000 meeting.

  • AQMD staff attended a community meeting held at Torch Middle School on Wednesday, January 31, 2001.

  • The AQMD Hearing Board held a Public Hearing in Santa Fe Springs on January 25, 2001 on the proposed refinery.

  1. Diesel Fuel Clean-Up Incentives

A Program Announcement for the acceptance of applications for the FY 2000-01 Lower-Emission School Bus Replacement and Retrofit Program Funding is going to the Governing Board on February 16, 2001.

  1. Field Inspection Technology

Completed. The Governing Board approved a plan at the December 1998 meeting.

  1. Portable Equipment Permitting

Completed. The Governing Board approved a Compliance Policy for Portable Equipment on March 12,1999.

  1. Public Comment, Rules 1401 and 1402

Completed. The Governing Board approved the Toxics Reduction Plan at the March 2000 meeting.

COMMUNITY EVENTS/PUBLIC MEETINGS

Each year, thousands of AQMD customers receive tips on reducing their exposure to smog and its health effects; information on ways to participate in AQMD rule and policy development; and assistance in resolving air quality-related problems through events and meetings which AQMD sponsors alone or with others. The following describes the activities undertaken during January.

Attended City of Arcadia Planning Commission Meeting. The community was upset over the possible placing of a crematory in a residential area.

Meeting with Bassett USD Superintendent of Schools and staff at Torch Middle School in City of Industry re: odor concerns related to adjoining facility (Light Metals). Engineering & Compliance staff and Health Effects Officer also attended briefing. A community meeting is scheduled for Jan. 31 at Torch School to explain complaint process to the community and to discuss monitoring of wind flow patterns and potential sampling.

Attended a meeting of the Inland Empire Environmental Expo planning committee. The District is a major sponsor of the April 21 expo. The event also will be the location of a live broadcast by Radio Disney and a scheduled appearance by NBC4's Christopher Nance. More than 10,000 people are expected to attend.

Attended a town hall meeting hosted by the California Energy Commission on the air quality aspects of the proposed Nueva Azalea power plant in Downey. About 110 people attended.

Attended in-service on asthma and respiratory health for Los Angeles Unified School District nurses. Provided attendees with information on smog and respiratory health.

Attended board meeting of the Inland Empire African American Chamber of Commerce to identify small business assistance issues.

Attended town hall meeting hosted by Omnitrans to hear residents’ concerns about methyl mercaptan fumes from an Omnitrans natural gas facility near an elementary school in San Bernardino. About 50 people attended, mostly parents concerned about the health impacts on students.

Received call from the Paso del Norte Project in El Paso, TX requesting information on outreach programs specific to carbon monoxide levels. The Paso del Norte project includes border cities in Texas, New Mexico and Mexico and works to promote public education programs. Provided outreach information specific to ozone exceedances. Commented that our web page was very useful and easy to use.

AQMD receives dozens of requests each month from trade associations, chambers of commerce and community-based groups, as well as schools, hospitals and health-based organizations, requesting a District staff member to speak on a variety of air quality-related issues. In turn, the District hosts distinguished visitors from around the world, as well as members of the general public, who visit our headquarters to tour the facility and meet with staff on a wide range of air quality issues. BUSINESS ASSISTANCE

AQMD assists businesses by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

Port Authority: Inquired about the possible resolution for allowing emergency power generating equipment to operate in excess of the 200 hours yearly limit. Many commercial operations within the port jurisdiction are operating their emergency engines in excess of 150 hours within the year. Staff advised the port authority to ask its client companies confronted with this situation to petition for a variance with the Hearing Board. Informed the port authority that staff will provide assistance in filing for variances.

The relocation process has been partially delayed due to unforeseen circumstances, which will require some of the products to be made in the old facility. Equipment permits at the old facility have already expired. District inspector said the company is in violation of operating without valid permits, and the company requested assistance in getting temporary permits to continue to operate in old location. Staff explained the District permitting requirements to the company and provided assistance reinstating some of the equipment permits at the old location.
