The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD's rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month's forecast are summarized.

Rule 407 |
Liquid and Gaseous Air Contaminants |
|
Proposed amendments to Rule 407 are being rescheduled from May 2001 to September 2001 to allow more time to evaluate information from affected parties. | |

Rule 461 |
Gasoline Transfer and Dispensing |
|
Proposed amendments to Rule 461 are added to June 2001 calendar. Amendments to the rule will allow limited testing to be conducted on weekends and correct typographical errors in the rule. | |

Rule 1122 |
Solvent Degreasers |
|
Proposed amendments to Rule 1122 are being rescheduled from May 2001 to August 2001 in order to provide additional time to review and evaluate the potential of existing technology and/or chemistry in reducing air toxic emissions from vapor degreasing operations. An advisory panel, consisting of regulators, industry representatives, and environmentalists, has been formed to assist in the rule development process. | |

Clean On-Road School Buses |
|
At its February meeting the AQMD Governing Board continued the public hearing on the proposed rule to April 2001 meeting to allow additional time for input from affected parties. | |

Spray Coating Operations

Proposed amendments to Rules 481and 1141.2 are being rescheduled from June 2001 to October 2001. | |

Regional Clean Air Incentives Market (RECLAIM) |
|
AQMD is considering amendments to Regulation XX to help stabilize RTC prices and address California energy issues, while achieving clean air objectives. The proposed amendments may include temporarily bifurcating existing power producing facilities from RECLAIM; requiring installation of BARCT at power producing facilities; establishing a temporary mitigation fee program to mitigate excess emissions from existing power producing facilities; establishing a temporary Air Quality Investment Program for RECLAIM facilities meeting certain requirements; requiring large RECLAIM facilities to file compliance plans demonstrating how they will comply for the next several years; revising protocols for missing and late electronic reports; and improving RTC trade registration. Proposed amendments to RECLAIM are being scheduled for May 2001. | |

Below is a list of all rulemaking activity scheduled for the year 2001. The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located at the end of the report (Attachment D).
