SYNOPSIS: 

This report highlights the March 2001 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs, Media Communications, and Transportation Programs. The latest edition of the AQMD Advisor is included with this report.

The following report reflects the activities of the Public Affairs Office for the month of March. The report format includes six major areas: Environmental Justice Update, Community Events/Public Meetings (including the Speakers Bureau, Visiting Dignitaries and Public Information Center), Business Assistance, Intergovernmental Affairs, Media Communications (including the Communication Center), and Transportation Programs.

ENVIRONMENTAL JUSTICE UPDATE

As of March 2000, the AQMD has met the objectives of the Environmental Justice Initiatives. Policies and Procedures are in place to address the Environmental Justice concerns of communities and individuals.
 

INITIATIVE	ACTIVITY
Town Hall Meetings	A Town Hall Meeting was held on Wednesday, March 25, 2001 in Burbank. AQMD will host a Town Hall Meeting in San Bernardino at the Paul Villaseñor Public Library on Wednesday, April 25, 2001.
Ambient Monitoring of Air Toxics	MATES-II and Microscale Study: Completed. Governing Board approved MATES II Study at March 2000 meeting.
Community Response Teams	Crumb Rubber Manufacturing The Hearing Board conducted a hearing on Crumb Rubber Manufacturing in Diamond Bar on Saturday, March 3, 2001. Los Angeles Unified School District AQMD staff is facilitating the review of an emergency response plan for schools located near refineries in the Carson area as requested by Los Angeles Unified School District. This is in response to the Carson Town Hall Meeting. Jefferson Middle School- Compton Air monitoring has been completed and a meeting is planned to discuss the data with parents, educators and the community for later in April.

Environmental Justice Task Force	Completed. The final report was received at the August 1999 Governing Board meeting.
City of Los Angeles Environmental Justice Forum	Completed. AQMD participated in the October 25, 1997 forum.
Diesel Fuel Clean-Up Incentives	Proposed Rule 1195 - Clean On-Road School Buses goes to the Governing Board for adoption hearing at the April 2001 meeting.
Field Inspection Technology	Completed. The Governing Board approved a plan at the December 1998 meeting.
Portable Equipment Permitting	Completed. The Governing Board approved a Compliance Policy for Portable Equipment on March 12,1999.
Public Comment, Rules 1401 and 1402	Completed. The Governing Board approved the Toxics Reduction Plan at the March 2000 meeting.

COMMUNITY EVENTS/PUBLIC MEETINGS

Each year, thousands of AQMD customers receive tips on reducing their exposure to smog and its health effects; information on ways to participate in AQMD rule and policy development; and assistance in resolving air quality-related problems through events and meetings which AQMD sponsors alone or with others. The following describes the activities undertaken during March.

3/4	Orange	Attended the Clean Air Committee meeting of the American Lung Association of Orange County. Helped facilitate AQMD's role in outreach efforts for Clean Air Month.
3/7	Headquarters	Spoke with staff from Bay Area AQMD who requested information on any high school internship programs we may have initiated with community-based organizations. Will forward examples of projects we’ve coordinated over the years.
3/7-27	Los Angeles	Made presentations to school boards regarding proposed Rule 1195.
3/10	Los Angeles	Staffed an information table at the Los Angeles County Environmental Expo at the Arboretum in Arcadia.
3/10-12	Portland, OR	Attended STAPPA/ALAPCO "Communicating Air Quality Conference." Made two presentations on Environmental Justice and Environmental Education before 100 attendees from various air pollution and environmental quality agencies. Set-up and staffed exhibit highlighting AQMD’s outreach and education programs.
3/13	Los Angeles	Attended meeting of Community Awareness Emergency Response (CAER) group in Carson and discussed proposed meeting with LAUSD to review school notification procedures.
3/13	San Bernardino	Met with staff from City of Montclair and Montclair Plaza to discuss pilot Senior Citizens outreach program planned for May-July 2001.
3/13-14	Headquarters	Spoke with interns from Cal State Fullerton who will be working on project. Drafted a memo for Board Member Paulitz outlining interns’ duties and work schedule for his review and approval.
3/13-15	Headquarters	Spoke with various parties at LAUSD, City of Los Angeles and City of Carson to coordinate an initial meeting on March 21 to discuss school notification related to Broad Elementary in Wilmington. Coordinated follow-up meeting with area refineries and fire departments for April 10 in conjunction with CAER group in Carson.
3/14	San Bernardino	Attended a joint meeting of the management staff of Montclair Plaza Shopping Center and the City of Montclair to discuss AQMD's involvement in a series of activities with a mall walkers group in May.
3/14	Headquarters	Met with Development Committee chair to discuss fundraising goals and marketing piece. Will draft a packet for review by Board at April 4 meeting. Attended Foundation Board meeting.
3/15	Headquarters	Researched availability of a mobile health clinic to provide respiratory health screenings for students of a school in San Bernardino.
3/28	Los Angeles	Hosted Environmental Justice Town Hall Meeting at Burbank Public Library. About 35 people attended.

AQMD receives dozens of requests each month from trade associations, chambers of commerce and community-based groups, as well as schools, hospitals and health-based organizations, requesting a District staff member to speak on a variety of air quality-related issues. In turn, the District hosts distinguished visitors from around the world, as well as members of the general public, who visit our headquarters to tour the facility and meet with staff on a wide range of air quality issues. The following describes the major activities handled during March.

3/22	Headquarters	A six-member group of policymakers, analysts and researchers from Chilean Ministry of Transport and Telecommunications met with Public Affairs and Technology Advancement staff on alternative energy vehicle technologies and ambient air pollution reduction strategies.

BUSINESS ASSISTANCE

AQMD assists businesses by notifying them of proposed regulations so they can participate in their development. Staff provides personalized assistance and also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

3/2	Los Angeles	New restaurant: Plans to install charbroiler. Provided assistance in completing the application for a new permit to operate.
3/2	Los Angeles	Auto body/custom paint shop: Applied for permit on existing spray booth. Permit processing engineer requested a check on the distance from booth to nearby schools, to determine if public notification is required. Using GPS, determined notification is necessary at four schools. Additionally, checked the spray booth and found some of the information on the application was not correct. Forwarded school distance data and correct specification on booth to engineer.
3/2	Riverside	Energy – Proposed Peaking Power Plants: Request came through the Inland Empire Permit Assistance Center (IE PAC). Provided and explained applicable District rules, BACT and current update regarding proposed installation of power generating equipment in two locations: Palm Springs and Riverside.
3/2	Los Angeles	Fiberglass manufacturer: Manufactures rocks and fountains for landscaping purposes. In the process of installing a spray booth. Discussed applicable rules, fees, recordkeeping and application forms.
3/6	Los Angeles	High-rise luxury condo homeowners association: Conducted an on-site inspection and consultation meeting with the building management staff. Provided assistance and explained the permitting and compliance requirements for boilers and emergency equipment. Also provided assistance in completing permit applications for this equipment.
3/6	Los Angeles	Energy – Proposed 5 MW Power Plant: Request came through the Los Angeles Business Revitalization Center (LA BRC). Provided and explained applicable District rules, BACT and current update regarding proposed installation of power generating equipment.
3/6	Los Angeles	Auto body shop: Proposing to purchase an existing auto body shop with an expired spray booth permit. A school is located within 1000 feet. Discussed applicable rules, recordkeeping and possible public notice requirements. Faxed application forms.
3/7	Orange	Local school district: Conducted an on-site consultation with the maintenance department and provided explanations of permitting and compliance requirements for Rules 1146.1 and 1146.2 for the boilers. Also provided assistance in completing small boilers Rule 222-B filing requirements.
3/7	Los Angeles	Printing ink manufacturer: Conducted an on-site consultation and inspection of the ink manufacturing equipment for which the company is submitting a permit application. Provided assistance and explained the District’s permitting and compliance requirements.
3/7	Riverside	Hotel: Proposing to install a 500KW emergency back-up generator and requested assistance. Provided information on applicable requirements and determined that this model engine is included in AQMD's list of certified equipment. Faxed application forms and required fee amount.
3/8	Orange	Mobile repair: Applicant has a mobile leather coating and repair business and wanted to verify what permit requirements apply to his operation. Verified exemption per Rule 219(l)(18) that applies to this spraying operation due to low usage of coatings.
3/8	Orange	Miscellaneous manufacturing: Request came through the Orange County Permit Assistance Center (OC PAC). Plans to install 3-10 MW power generating equipment. Provided and explained applicable District rules, permit requirements and BACT.
3/8	Los Angeles	Property management services: Requested information regarding the installation of an emergency internal combustion engine (ICE) at a residential property. Provided and explained applicable District rules and issued a clearance letter.

3/8	San Bernardino	Dry cleaner: Individual is purchasing dry cleaning shop and wanted to do change of ownership for dry cleaning machine permit. Checked permit to make sure it was active and equipment met current requirements. Met with him to fill out application form and issued clearance letter for city. Also, provided him copies of applicable rules.
3/9	Orange	New restaurant: Plans to install charbroiler and mini-brewery equipment. Provided assistance and explained the permitting and compliance requirements for this equipment.
3/9	Richland, WA	Out of state environmental technology company: Plans to install a plasma enhanced melter (PEM) system for waste material recycling and treatment at a local hazardous waste treatment facility. The PEM system converts waste to useful products. Conducted a telephone consultation session with the company’s engineering personnel and provided explanations of District’s permitting and compliance requirements for this type of waste incineration equipment.
3/9	Los Angeles	Metal product manufacturer: Foundry that has changed ownership. Provided and explained applicable District rules and technical assistance regarding possible exempt equipment.
3/9	Orange	Hispanic Chamber/Business Association: Scheduled business function, "How Will California’s Energy Crisis Affect Your Business?" Staff promoted District programs and offered assistance regarding permitting and BACT requirements to attendees.
3/13	Orange	Regulatory compliance consultant: Provided assistance and explained District’s permitting and compliance requirements for wax burn-off ovens used by dental offices.
3/13	Los Angeles	Auto repair: Opening a Smog Check auto repair shop. Requests clearance letter for City of Whittier. Exempt per Rule 219. Issued clearance.
3/13-14	Los Angeles	Gave presentations to school districts regarding proposed Rule 1195.
3/14	Orange	Pressure instruments manufacturer/distributor: Upon reviewing the company’s equipment and production processes, staff issued a clearance letter for city’s occupancy permit application.
3/14	Los Angeles	Auto body shop: Provided assistance in completing permit applications for spray booth equipment.
3/15	Orange	Auto repair shop: Starting up a repair shop that will be operating a spray booth, requests clearance letter for City of Newport Beach. Submitted application in compliance. Issued clearance.
3/15	Orange	Dry cleaner: Cited for violation of leak requirements. Provided assistance and advised the owner on various ways to achieve compliance.
3/15	Los Angeles	Motorcycle sales & repair: Assisted facility that is currently in the process of converting their solvent cleaning operations to water-based cleaning equipment to comply with Rule 1171.
3/16	Los Angeles	Hospital: Has two boilers rated at 3MM Btu/hr that will be exceeding their 18,000 therm limit. Provided assistance regarding new requirements they will be subject to such as NOx limit, testing and submittal of new applications.
3/16	Orange	Fuel supplier for farm equipment: Provided assistance and explained District permitting and compliance requirements for fuel storage and dispensing system, including agriculture exemptions under Rule 461.
3/16	Los Angeles	Metal polishing and plating facility: Provided assistance and explained AQMD’s policies of issuing notices to comply, notices of violations and violation settlements.
3/20	Orange	Classic auto restoration: Applicant is proposing to start up a classic car restoration shop. Only wet sanding type work being done; no spray booth. Requests clearance letter for the City of Huntington Beach. Exempt per Rule 219. Issued clearance.
3/20	Los Angeles	Motion picture film processing company: Provided assistance and explained the permitting and compliance requirements for film cleaning equipment as required by the new Rule 1425 adopted in March.
3/20	Los Angeles	Food processing and production company: Operates three very old boilers not compliant with Rule 1146.1. Requested assistance in petitioning for a variance to allow the company extra time to purchase a new compliant boiler to replace old boilers. Provided assistance in filing the variance petition.
3/20	Riverside	Resident reporting fugitive dust problems from a neighboring mining blasting operation: Provided assistance and explained District Rule 402 (nuisance) and Rule 403 (Fugitive Dust) compliance requirements.
3/20	Los Angeles	Business owner reporting problem with suspected fugitive chlorine gas (thus potential heath threat) from a neighboring chemical processing operation. Provided assistance and explained District Rule 402 (nuisance) compliance requirements.
3/21	Orange	Auto Body Repair: Company submitted two spray booth applications and requested similar equipment at 50% discount for second spray booth. Submitted Fee Review Committee form. Staff assisted in reviewing request based on Rule 301(c)(1)(F).
3/21	Orange	Print shop: Assisted a start-up print shop business that wanted to verify if permits were required. Based on their ink usage their operations will be exempt per Rule 219(h).
3/21	Orange	Dry cleaner: operating a dry cleaning machine with perc leakage. The owner could not repair the leakage of the aging machine and plans to purchase new compliant equipment. With guidance from the Chief Prosecutor's Office, staff provided assistance and consultation in advising the owner of ways to achieve compliance.
3/22	Los Angeles	Sand blasting: Proposing to operate a portable sandblasting unit and requests assistance. Discussed requirements and provided forms and fee information.
3/22	Los Angeles	Auto repair: Assisted facility with variance package and provided guidance with findings. Company plans to change their two-stage paint system to a single stage base coat.
3/22	Los Angeles	Plating shop: Needed assistance for modification of one of their two spray booths to convert one to powder coating. In addition, needs to submit modification application to their plating line. Discussed requirements, forms and fees.
3/22	Los Angeles	Furniture manufacturer: Needed help with VOC record keeping for spray booth. Discussed how to convert units, where to make entries, and how to calculate emissions.

3/22	Los Angeles	Lighting fixture manufacturer: Company is splitting up operations into two companies. They are moving several spray booths to another facility, while keeping some of the booths and curing ovens at the current location. Met with representatives from both of the companies and discussed how to submit applications for the equipment to address new emissions limits for each site. Additionally, reviewed all the applications and made suggestions for changes and additions.
3/22	Los Angeles	New gas station owner. Provided assistance and explained District permitting and compliance requirements for gasoline storage and dispensing equipment.

INTERGOVERNMENTAL AFFAIRS ACTIVITY

Intergovernmental Affairs works with local government, state and federal officials in response to their air quality concerns and local issues.

Discussed PR1195 – Clean On Road School Buses, improving air quality in the region, and answered questions regarding recently adopted fleet rules with mayors and council members from the cities of Rancho Cucamonga, Fontana, Loma Linda, Colton, Grand Terrace, and San Bernardino.

3/22	San Bernardino	Attended Baldy View Public Private Coalition (CLOUT) Meeting. Discussed recently adopted diesel fleet rules, air quality improvements, and congestion concerns with elected officials, city staff, and chamber of commerce members from the CLOUT region including council members from the cities of Rancho Cucamonga, Montclair, Pomona, and Claremont.

3/23	Los Angeles	Meeting with Councilmember and staff from the City of Sierra Madre re: utilization of solar power for municipal water transportation.

TRANSPORTATION PROGRAMS

Transportation Programs implements Rule 2202, provides AB 2766 outreach and technical assistance to local governments, coordinates with regional planning agencies relative to transportation and air quality issues, and administers additional mobile emission reduction programs and activities.
