Public Affairs Report

SYNOPSIS: 

This report highlights the March 2001 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs, Media Communications, and Transportation Programs. The latest edition of the AQMD Advisor is included with this report.

The following report reflects the activities of the Public Affairs Office for the month of March. The report format includes six major areas: Environmental Justice Update, Community Events/Public Meetings (including the Speakers Bureau, Visiting Dignitaries and Public Information Center), Business Assistance, Intergovernmental Affairs, Media Communications (including the Communication Center), and Transportation Programs.

ENVIRONMENTAL JUSTICE UPDATE

As of March 2000, the AQMD has met the objectives of the Environmental Justice Initiatives. Policies and Procedures are in place to address the Environmental Justice concerns of communities and individuals.

ACTIVITY

  1. Town Hall Meetings

  • A Town Hall Meeting was held on Wednesday, March 25, 2001 in Burbank.

  • AQMD will host a Town Hall Meeting in San Bernardino at the Paul Villaseñor Public Library on Wednesday, April 25, 2001.
  1. Ambient Monitoring of Air Toxics

MATES-II and Microscale Study:

  • Completed. Governing Board approved MATES II Study at March 2000 meeting.
  1. Community Response Teams

Crumb Rubber Manufacturing

  • The Hearing Board conducted a hearing on Crumb Rubber Manufacturing in Diamond Bar on Saturday, March 3, 2001.

Los Angeles Unified School District

  • AQMD staff is facilitating the review of an emergency response plan for schools located near refineries in the Carson area as requested by Los Angeles Unified School District. This is in response to the Carson Town Hall Meeting.

Jefferson Middle School- Compton

  • Air monitoring has been completed and a meeting is planned to discuss the data with parents, educators and the community for later in April.

  • Proposed Rule 1195 - Clean On-Road School Buses goes to the Governing Board for adoption hearing at the April 2001 meeting.

Completed. The Governing Board approved a plan at the December 1998 meeting.

  1. Portable Equipment Permitting

Completed. The Governing Board approved a Compliance Policy for Portable Equipment on March 12,1999.

  1. Public Comment, Rules 1401 and 1402

Completed. The Governing Board approved the Toxics Reduction Plan at the March 2000 meeting.

COMMUNITY EVENTS/PUBLIC MEETINGS

Each year, thousands of AQMD customers receive tips on reducing their exposure to smog and its health effects; information on ways to participate in AQMD rule and policy development; and assistance in resolving air quality-related problems through events and meetings which AQMD sponsors alone or with others. AQMD receives dozens of requests each month from trade associations, chambers of commerce and community-based groups, as well as schools, hospitals and health-based organizations, requesting a District staff member to speak on a variety of air quality-related issues. In turn, the District hosts distinguished visitors from around the world, as well as members of the general public, who visit our headquarters to tour the facility and meet with staff on a wide range of air quality issues. BUSINESS ASSISTANCE

AQMD assists businesses by notifying them of proposed regulations so they can participate in their development. Staff provides personalized assistance and also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

New restaurant: Plans to install charbroiler. Provided assistance in completing the application for a new permit to operate.

Auto body/custom paint shop: Applied for permit on existing spray booth. Permit processing engineer requested a check on the distance from booth to nearby schools, to determine if public notification is required. Using GPS, determined notification is necessary at four schools. Additionally, checked the spray booth and found some of the information on the application was not correct. Forwarded school distance data and correct specification on booth to engineer.

Energy – Proposed Peaking Power Plants: Request came through the Inland Empire Permit Assistance Center (IE PAC). Provided and explained applicable District rules, BACT and current update regarding proposed installation of power generating equipment in two locations: Palm Springs and Riverside.

Fiberglass manufacturer: Manufactures rocks and fountains for landscaping purposes. In the process of installing a spray booth. Discussed applicable rules, fees, recordkeeping and application forms.

High-rise luxury condo homeowners association: Conducted an on-site inspection and consultation meeting with the building management staff. Provided assistance and explained the permitting and compliance requirements for boilers and emergency equipment. Also provided assistance in completing permit applications for this equipment.

Local school district: Conducted an on-site consultation with the maintenance department and provided explanations of permitting and compliance requirements for Rules 1146.1 and 1146.2 for the boilers. Also provided assistance in completing small boilers Rule 222-B filing requirements.

Printing ink manufacturer: Conducted an on-site consultation and inspection of the ink manufacturing equipment for which the company is submitting a permit application. Provided assistance and explained the District’s permitting and compliance requirements.

Hotel: Proposing to install a 500KW emergency back-up generator and requested assistance. Provided information on applicable requirements and determined that this model engine is included in AQMD's list of certified equipment. Faxed application forms and required fee amount.

Mobile repair: Applicant has a mobile leather coating and repair business and wanted to verify what permit requirements apply to his operation. Verified exemption per Rule 219(l)(18) that applies to this spraying operation due to low usage of coatings.

Dry cleaner: Individual is purchasing dry cleaning shop and wanted to do change of ownership for dry cleaning machine permit. Checked permit to make sure it was active and equipment met current requirements. Met with him to fill out application form and issued clearance letter for city. Also, provided him copies of applicable rules.

Out of state environmental technology company: Plans to install a plasma enhanced melter (PEM) system for waste material recycling and treatment at a local hazardous waste treatment facility. The PEM system converts waste to useful products. Conducted a telephone consultation session with the company’s engineering personnel and provided explanations of District’s permitting and compliance requirements for this type of waste incineration equipment.

Metal product manufacturer: Foundry that has changed ownership. Provided and explained applicable District rules and technical assistance regarding possible exempt equipment.

They are moving several spray booths to another facility, while keeping some of the booths and curing ovens at the current location. Met with representatives from both of the companies and discussed how to submit applications for the equipment to address new emissions limits for each site. Additionally, reviewed all the applications and made suggestions for changes and additions.
