SYNOPSIS: 

Below is a summary of key issues addressed at the MSRC’s April 26, 2001, meeting. The next MSRC meeting is Thursday, May 24, 2001, at 1:30 p.m. in Room CC8.

Approval of Minutes

Minutes from the March 22, 2001 meeting were unanimously approved, as submitted. The minutes are attached for your information (Attachment 1).

Adoption of FY 2001-02 AB 2766 Discretionary Fund Work Program In Concept

The MSRC unanimously adopted a Work Program in Concept for FY 2001-02, although no funding targets have been established for the elements. The MSRC's Technical Advisory Committee will further explore each element and RFP/Qs will be developed for the MSRC's consideration at its June 28 meeting. The Work Program in Concept along with the funding solicitations will be considered under the consent calendar at the July 20, 2001 AQMD Board meeting. At this time the Work Program in Concept consists of the following elements:

  1. ZEV Buydown Incentive Program for Purpose-Built Vehicles;

  2. SULEV Buydown Incentive Program, while continuing coordination with the California Energy Commission on a ULEV Program for airport-based taxi fleets, contingent that the other funding sources also come to the table;

  3. Diesel PM Control Program for Heavy-Duty Vehicles;

  4. CNG School Bus Buydown Program, including funding of infrastructure and mechanic training;

  5. Alternative Fuel Transit Bus Program, including infrastructure, mechanic training, and facility modifications for engines certified below the optional NOx standard and for post-October 2002 engines at the new optional standard;

  6. Medium-/Heavy-Duty On- & Off-Road Vehicle Program, including infrastructure, mechanic training, and facility modifications, with two-thirds funding for public fleets and one-third for private fleets, for engines not subject to AQMD fleet rules or exceeding the fleet rule standards; and

  7. Local Government Subvention Match Program, including funding caps for any one city, and allowing cities to use other local match funds if their subvention funds have been expended.
  1. Comprehensive Regional Bicycle Program, consisting of two elements:
  1. Regional Bike Locker Program, including inventorying facilities and constructing new ones; and

  2. Internet Based Bicycle Information Service ("Bike Quest").
  1. Comprehensive Regional Rideshare Services, consisting of five elements:
  1. Commuter Express Bus Service, targeting long-distance SOV commuters with special priority given to inter-county express bus service;

  2. Special Activity Express Service, promoting new express transportation services for special events/activity centers using bus or rail or a combination of modes.

  3. Regional Vanpool Demonstration Project, funding the formation of new commuter vanpools and increasing use of existing ones;

  4. Rideshare to Rails, providing incentives to existing rail commuters to share a ride to the rail station to reduce emissions and free up parking spaces at the station; and

  5. Guaranteed Ride Home, developing a template for a guaranteed ride home program that would be marketed to employers.

Adoption of Two New Contracting Policies

At its April 26 meeting, the MSRC considered two contracting policies and unanimously adopted both. The first policy establishes guidelines for the reinstatement of expired contracts. The second policy establishes a procedure for staff to follow when a contractor fails to submit a final report by the end date of the contract. These policies will be incorporated as part of the MSRC's Operational Policies and Procedures. A copy of the policies is attached for your information (Attachments 2 & 3).

Received and Filed Biennial Audit of the AB 2766 Discretionary Fund for FYs 1997-98 and 1998-99

AB 2766 requires any agency that receives fee revenue subvened to the AQMD from the DMV to be subject to an audit once every two years. The third biennial audit, which included 15 randomly selected projects, has been completed for FYs 1997-98 and 1998-99. The MSRC unanimously received and filed the biennial audit of the AB 2766 Discretionary Fund. There were no findings by the auditor.

Received and Approved Final Reports

The MSRC unanimously received and approved two final reports, as follows:

  1. Southern California Association of Governments Contract #96025, which provided $550,000 for development of a Regional Transit Database Information Exchange; and

  2. Los Angeles County Information System Advisory Board Contract #99015, which provided $747,284 for development of a Justice Inmate Video Conferencing System.

All final reports are filed in the AQMD's Library.

Contract Modification Requests

The MSRC unanimously took action on two contract modifications at its meeting, as follows:

  1. Approval of a 5% increase and three-month contractual term extension for Keith Communications Contract #00003, which provides $144,523 for Public Outreach and Website Development/Maintenance); and

  2. Approval of revised statement of work, including milestones to ensure progress, and an eight-month contractual term extension for Southern California Association of Governments Contract #00016, which provides $100,000 for development of a Southern California Commuter Channel.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provided a written status report on all open contracts from FY 1994-95 through the present. This Contract Administrator Report is attached for your information (Attachment 4).
