SYNOPSIS: 

Below is a summary of key issues addressed at the MSRC’s October 25, 2001, meeting. The November MSRC has been canceled. The next meeting will be Thursday, December 20, 2001, at 1:30 p.m. in Room CC8.

Approval of Minutes

Minutes from the June 28, 2001 meeting were unanimously approved, as submitted. The minutes are attached for your information (Attachment 1).

Approval of FY 2001-02 AB 2766 Discretionary Fund Work Program

On June 26, 2001, the MSRC approved the conceptual FY 2001-02 Work Program targeting $13,765,000 for 11 programs. This included five Clean Fuels Vehicle programs ($10.5 million), one Light-Duty Vehicle program ($1.5 million), and five TCM programs ($1.765 million). At that time the MSRC approved 10 solicitations totaling $12,265,000 and one contract with the California Energy Commission for $1.5 million for participation in its CNG/Gasoline Hybrid Incentives program. This CEC program provides 50% of a $3,000 buydown incentive for ULEV- and SULEV-verified light-duty vehicles and 50% of a $500 buydown incentive for SULEV-verified gasoline/electric hybrid vehicles. Eight of the ten solicitations closed August 31, 2001, at which time 51 proposals had been received. The $2 million Local Government Match Program will be open until February 28, 2002. The Diesel Particulate Trap Retrofit Program will remain open until September 30, 2002. Contract awards for these two programs will be brought separately to the AQMD Board for consideration as part of the FY 2001-02 Work Program.

The MSRC's Technical Advisory Committee (MSRC-TAC) formed three evaluation subcommittees to review, evaluate and score the proposals and develop an overall funding recommendation to comprise the FY 2001-02 Work Program. On October 25, 2001, the MSRC considered the MSRC-TAC's recommendations and adopted a $15,338,835 FY 2001-02 AB 2766 Discretionary Fund Work Program, as follows:

Further details are outlined in a separate Board letter requesting approval of the above within the consent calendar of the November 9, 2001 Board agenda.

NOTE: The total amount of funds that will be applied to the MSRC's FY 2001-02 Work Program is actually $20,894 higher than the amount reflected elsewhere in this report. At its October 25, 2001 meeting, the MSRC agreed to apply all available funds to heavy-duty projects in order of cost effectiveness. This increase was due to a recalculation on a previously approved contract, which was not discovered until after the meeting. Consistent with the Committee's direction, and as requested by the MSRC Technical Advisory Committee Chairman, this amount will be applied to the FY 2001-02 Work Program. The correct figure is shown on the MSRC Work Program Board Letter, Agenda Item 11.

Final Reports Received and Approved

The MSRC unanimously received and approved four final reports, as follows:

  1. Think Earth Environmental Education Foundation Contract #98010, which provided $50,000 for an Air Care Air Quality Education Program;
  2. Omnitrans Contract #99016, which provided $980,000 for the purchase of 28 CNG transit buses;
  3. Anaheim Transportation Network Contract #00017, which provided $140,250 for a Cyber Quick Rideshare Connections program; and
  4. County of Riverside Health Services Agency Contract #00029, which provided $100,000 for a video-conferencing project.

All final reports are filed in the AQMD's Library.

Contract Modification Requests

The MSRC took the following actions on requested contract modifications:

  1. Postponement of a request to cancel Los Angeles County Sheriff's Department Contract #00032, which provides $160,872 for a Transportation Optimization Trip Efficiency Program, until legal negotiations and various issues can be resolved.
  2. Unanimously approved a seven-month contractual term extension, revised contractor/subcontractor employee lists, and revised rate schedule on Arthur D. Little, Inc. Contract #00001, which provides $50,000 for technical assistance to fleets;
  3. Unanimously approved a three-month contractual term extension on Orange County Transportation Authority Contract #990022, which provides $1,860,000 towards the purchase of 186 transit buses'
  4. Approved a revised scope of work, cost schedule and schedule of deliverables on SunLine Transit Agency Proposal #P2001-08-17, which was awarded $249,125 towards the purchase of 15 CNG/LNG vehicles; and
  5. Unanimously approved a one-year contractual term extension on California Energy Commission Contract #00002, which provides $200,000 for participation in a Neighborhood EV Demonstration project.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provided a written status report on all open contracts from FY 1995-96 through the present. This Contract Administrator Report is attached for your information (Attachment 2).
