This report summarizes the California Fuel Cell Partnership meeting held October 16-17, 2001.

Since less than a quorum was present during this meeting; the Chair and Vice Chair communicated their concurrence and recommendation that this item be forwarded for Board consideration with no approval or disapproval recommendation from the Committee.

SUMMARY OF AGENDA ITEM

A Roundtable Discussion, held on October 16, 2001 prior to the Steering Team meeting, served as the official release of the study entitled Bringing Fuel Cell Vehicles to Market: Scenarios and Challenges with Fuel Alternatives. The event was attended by over 100 people and broadcast live over the Internet. A copy of the report is being provided to the Board under separate cover.

The Steering Team meeting included comments on the Roundtable Discussion, as well as presentations from the safety team, bus team, fuels team, and the light-duty (car) team.

The Safety team requested additional funds for improvements to the existing hydrogen detection system at the partnership facility. The team also reported on the quarterly inspections, the receipt of signed Safety Management Statement of Principles from all the partners, and the development of the safety procedures for new fueling facilities.

The Bus team reported the current status of open and closed bids for fuel cell buses. Orion Bus Co. originally submitted a bid to AC Transit for the development of fuel cell buses, and subsequently withdrew their bid after being acquired by Daimler-Chrysler. Santa Clara VTA's RFP period was extended by two weeks to October 29, 2001. The Fuels team will review the proposal(s) received by Santa Clara VTA to assess future planning.

The Fuels team provided a status report on the satellite stations planned, including the Richmond facility and the methanol refueling station.

The Light Duty Group provided a status of the Challenge Bibendum (rally) scheduled for October 26-27, as well as the Phase 2 program at the partnership.

The Post-2003 Planning Team requested an extension for the development of the concepts and guidelines for Post-2003 activities, based on the need for additional information required for planning purposes.

Others topics discussed included the CaFCP budget, the technology forum scheduled for April 2002, as well as future studies planned by the partnership. General Motors presented their study of a Well-to-Wheels Analysis of a variety of fuels utilized in emerging propulsion technologies, including fuel cell vehicles.

The next meeting is scheduled for January 2002 at the West Sacramento facility of the partnership.
