PROPOSAL: 

Execute Contract for Data Cabling Infrastructure Upgrade

SYNOPSIS: 

On August 17, 2001, the Board approved the release of an RFP to upgrade AQMD’s data cabling infrastructure. AQMD’s current network infrastructure was designed and installed in 1990 and can no longer support the bandwidth demands. Last fiscal year, the network core was upgraded as part of a three-phase network infrastructure upgrade. This second phase consists of a data cabling upgrade in order to provide increased network bandwidth (with the associated performance gains) at the user desktop. This action is to execute a contract for data cabling infrastructure upgrade. Funds ($150,000) for this purchase are included in the FY 2001-02 Budget.

Background

On August 17, 2001 the AQMD released RFP # P2002-11 for data cabling infrastructure upgrade. The purpose of the RFP is to select vendors capable of providing the AQMD with the most cost-effective data cabling infrastructure upgrade. As the AQMD’s computer applications have grown, so have the demands on local area network bandwidth. The AQMD’s current data cabling infrastructure is over ten years old, and has severe bandwidth capacity limitations (maximum of 10 Megabits per second throughput). The network core infrastructure has been upgraded to support a substantially higher bandwidth (Gigabit per second), and is capable of providing 100 Megabit per second bandwidth to the desktop. A data cabling infrastructure upgrade is required in order to realize the increased network bandwidth (with the associated performance gains) at the user desktop.

In accordance with the AQMD’s consulting and contracting policies, a public notice advertising the RFQ (RFP) and inviting bids was published in the following publications:

Additionally, potential bidders were identified using the Los Angeles County MTA, and Cal Trans Directories of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Notices of the RFP/RFQ were mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMD’s 24-hour telephone message line for bidders (909) 396-2724.

Bid Evaluation

Thirty-two copies of the RFP were mailed out and sixty-three vendors attended the mandatory bidders conference held on September 6, 2001. Twenty bids and four ‘No Bids’ were received when final bidding closed at 1:00 p.m. on September 18, 2001. Of the twenty bids, one was from a disabled veteran-owned business enterprise, three were from women-owned business enterprises, two were from certified minority-owned business enterprises, one was from a non-certified minority-owned business enterprise, and one was from a non-certified woman-owned business enterprise.

Attachment 1 reflects the evaluation of the proposals and the respective ratings/costs for contract. Of the responsive bids, Sunglo Telecom, Inc. received the highest score, demonstrated a superior understanding of the requirements and had the lowest overall cost. Staff recommends that the Board award the contract to Sunglo Telecom, Inc. for the purchase of data cabling infrastructure upgrade.

Panel Composition

The panel consisted of a Management Information Systems Supervisor from the City of Diamond Bar, a Facility Services Technician from Administrative Services, and three staff from Information Management: a Telecommunications Supervisor, a Telecommunication Analyst, and a Systems Analyst. Of these five panelists, one is female and four are male; one of the panelists is Asian-Pacific Islander, one is Asian-Indian, two are Caucasian, and one is Hispanic American.

Resource Impacts

Funds ($150,000) for this contract are included in the FY 2001-02 Budget.
