PROPOSAL:

Issue RFP to Lease and Operate Childcare Center

SYNOPSIS:

The current childcare center lease agreement with National Pediatric Support Services, Inc., expires August 31, 2002. This RFP is to solicit proposals from parties interested in leasing and operating the on-site childcare center for a three-year period.

Approve the release of RFP # P2002-15 for a lease agreement with a management firm to operate the Diamond Bar headquarters childcare center.

Background

The current lease agreement with National Pediatric Support Services, Inc. (NPSS) for operation of the childcare facility at AQMD’s Diamond Bar headquarters expires August 31, 2002. Under the terms of the current lease agreement, NPSS has responsibility for direct operating costs and pay AQMD approximately $34,000 annually in rent. In return for this below-market rate, AQMD families are guaranteed priority enrollment at reduced tuition rates.

This request is for authorization to issue an RFP to solicit proposals from businesses interested in leasing the facility to operate a childcare center. To provide an incentive for the selected bidder to invest in facility and program improvements and to provide stability for families using the facility, staff recommends the lease agreement be extended from a two-year to a three-year period.

Proposal

This action is to authorize staff to issue RFP # P2002-15 to solicit proposals from childcare center management firms interested in leasing, managing, and operating the facility at AQMD headquarters.

Additionally, potential bidders will be identified using the Los Angeles County MTA Directory of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD's own electronic listing of certified minority vendors; AQMD Purchasing's mailing list; and AQMD Administrative & Human Resources's list of interested childcare center management agencies. Notice of the RFP will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and will be placed on the Internet at AQMD's Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and on AQMD's 24-hour telephone message line for bidders (909) 396-2724.

Bid Evaluation

Proposals received will be evaluated by a diverse, technically qualified panel in accordance with criteria contained in the attached RFP.

Resources Impacts

Lease revenue is projected to cover AQMD costs for facility repairs and ongoing maintenance. Under the terms of the current lease, the annual rent of approximately $34,000 has more than met repair and maintenance costs.
