The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD's rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month's forecast are summarized.

Rules to be Rescheduled/Removed and Added
 

Rule 444	Open Fires
Proposed amendments to Rule 444 are being rescheduled from January 2002 to December 2001 to address USEPA limited approval/disapproval and sanction mandate.
Rule 208	Permit and Burn Authorization for Open Burning
Proposed amendments to Rule 208 are being added to December 2001 calendar to be consistent with the amendments to Rule 444 – Open Fires.

Rule 1168	Adhesives
Proposed amendments to Rule 1168 are being added to February 2002 calendar to address compliance concerns raised by the shoe repair and automotive refinishing industries as well as concerns raised by the public relative to the use of methylene chloride based formulations.
Rule 1178 (formerly listed as Rule 1173.1)	Further Reduction of VOC Emissions from Storage Tanks at Petroleum Facilities (CM#99 FUG-03, 04 and 05)
Proposed Rule 1178 (formerly listed as Proposed Rule 1173.1 in prior rule forecast reports) is being rescheduled from November 2001 to December 2001. Additional time is needed to incorporate comments from impacted industries, complete the technical feasibility and cost-effectiveness analysis of control options and identify potential impacts.

The remaining rules listed as to-be-determined in the 2001 calendar will be evaluated in December 2001 as part of the 2002 rule development calendar.

Below is a list of all rulemaking activity scheduled for the year 2001. The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located at the end of the report (Attachment D).
