Public Affairs Report

SYNOPSIS: 

This report highlights the July 2001 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs, Media Communications, and Transportation Programs. The latest edition of the AQMD Advisor is included with this report.

The following report reflects the activities of the Public Affairs Office for the month of July. The report format includes six major areas: Environmental Justice Update, Community Events/Public Meetings (including the Speakers Bureau, Visiting Dignitaries and Public Information Center), Business Assistance, Intergovernmental Affairs, Media Communications (including the Communication Center), and Transportation Programs.

ENVIRONMENTAL JUSTICE UPDATE

As of March 2000, the AQMD has met the objectives of the Environmental Justice Initiatives. Policies and Procedures are in place to address the Environmental Justice concerns of communities and individuals.

  • The August Town Hall meeting will be held in Long Beach on August 22 at Veterans Park Community Center.

  • AQMD met with community members in San Bernardino to discuss continued concerns relative to a neighboring facility.

Completed. The final report was received at the August 1999 Governing Board meeting.

Completed. AQMD participated in the October 25, 1997 forum.

  1. Diesel Fuel Clean-Up Incentives

Rule 1195 – Clean On-Road School Buses – was adopted at the April Governing Board meeting.

Completed. The Governing Board approved a plan at the December 1998 meeting.

  1. Portable Equipment Permitting

Completed. The Governing Board approved a compliance policy for Portable Equipment on March 12, 1999.

  1. Public Comment, Rules 1401 and 1402

Completed. The Governing Board approved the Toxics Reduction Plan at the March 2000 meeting.

COMMUNITY EVENTS/PUBLIC MEETINGS

Each year, thousands of AQMD customers receive tips on reducing their exposure to smog and its health effects, information on ways to participate in AQMD rule and policy development, and assistance in resolving air quality-related problems through events and meetings which AQMD sponsors alone or with others. The following describes the activities undertaken during July.

Spoke with So. Calif. Environmental Health Science Center requesting assistance notifying area elementary school teachers about a summer workshop at USC on air pollution, asthma and allergy. Forwarded a copy of our Educator’s Conference attendees and will also provide outreach materials for workshop participants.

Coordinated and staffed Culver City Town Hall Meeting at El Rincon Elementary School. About 35 people attended, mainly to discuss concerns about broken sewer pipes in Baldwin Hills and natural gas leaks and suspected hydrogen sulfide odors emanating from a development site in Playa Vista.

Spoke with staff at CARB requesting background information on Wilmington area community groups. The Community Health Section at CARB is embarking on a comprehensive children’s health study in Wilmington.

Met with the principal of Ramona-Alessandro School in San Bernardino to discuss concerns received from area residents relative to odor complaints from a neighboring facility. Also spoke to San Bernardino City Schools Environmental Safety Officer relative to the same community concerns.

Spoke with staff member from LA County Office of Education regarding Adopt-A-School Bus funding plan and criteria for submitting proposals. Explained the difference between AQMD’s funding for school buses and the Foundation’s program.

Spoke with staff from Los Angeles Unified School District Nursing Services that requested air quality information for 200 participants of a Health Education Conference being held on July 21 at USC’s Davidson Conference Center. We have partnered with LAUSD on various occasions and will provide Smog and Health information for school health aides and nurses.

Spoke with staff at Asthma & Allergy Foundation regarding status of Breathmobile for Southeast LA County. Unit will be operational in September. Called Assemblyman Firebaugh’s office to check on his availability for a September press event to "roll out" Breathmobile.

AQMD receives dozens of requests each month from trade associations, chambers of commerce and community-based groups, as well as schools, hospitals and health-based organizations for District staff members to speak on a variety of air quality-related issues. The District also hosts distinguished visitors from around the world, as well as members of the general public, who visit our headquarters to tour the facility and meet with staff on a wide range of air quality issues. The following describes the major activities handled during July.

BUSINESS ASSISTANCE

AQMD assists businesses by notifying them of proposed regulations so they can participate in their development. Staff provides personalized assistance and also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

Municipal public works department: Street sign department requested assistance with rule compliance and coating record keeping for spray booth. Discussed applicable rules and showed how to maintain records.

Commercial bakery: Has five production line hot water heaters that need to be retrofitted in the next year to comply with Rule 1146.2. Manufacturer of low-NOx burners said they could not supply compliant burners for the particular configuration of the heaters. Visited facility to look at the heaters and discuss possible solutions.

Gasoline fueling station: Failed Rule 461-required vapor recovery system leakage test and should not be operating the fueling system until the problem is fixed and they pass the retest. The new owner purchased this facility less than two months ago and needs time to continue to operate the gas station and sort out the problem for retest or faces bankruptcy. Provided detailed assistance in completing an emergency variance petition with the Hearing Board. Also assisted completing a change of ownership permit application.

Kitchen cabinet manufacturer: Recently permitted and installed spray booth. Requested assistance with related issues. Visited shop and explained how VOC records should be kept, what forms to fill out for annual emissions reporting, and how to comply with Rule 1171 when cleaning spray equipment.

Sportswear screen printer: Needed assistance to determine if screen printers and drying ovens were exempt from permits. Advised that complete records must be kept on emissions from inks and screen cleaning solvents. Showed how to take measurements on solvent tanks.

Also requested assistance regarding possible loan programs to facilitate the start of the business.
