This report highlights AQMD rulemaking activity for the year 2001. Upcoming public workshops are also noted in the report.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD's rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month's forecast are summarized.

Rules to be Rescheduled/Removed and Added
 

Rule 1107	Coating of Metal Parts and Products
Proposed Rule 1107 is being rescheduled from October 2001 to November 2001 to allow more time to seek industry and public comment.
Rule 1162	Polyester Resin Operations
Proposed amendment to Rule 1162 is being rescheduled from October 2001 to November 2001. Additional time is needed to complete the technical feasibility and cost-effectiveness analysis of control options and identify potential impacts.

Rule 1173.1	Fugitive Emissions from Large Sources of Volatile Organic Compounds (CM#99 FUG-03, 04 and 05)
Proposed amendment to Rule 1173.1 is being rescheduled from October 2001 to November 2001. Additional time is needed to complete the technical feasibility and cost-effectiveness analysis of control options and identify potential impacts.
Rule 1137	Emission Reductions from Woodworking Operations (PM10) (CM#97 PRC-01)
Proposed Rule 1137 is being rescheduled from October 2001 to December 2001 to refine rule requirements and allow more time to seek industry and public comment.
Rule 444	Open Fires
Proposed amendment to Rule 444 is being rescheduled from November 2001 to January 2002. Additional time is necessary to coordinate with EPA and CARB regarding implementation of the AQMP.
Rule 481 Rule 1141.2	Spray Coating Operations Surfactant Manufacturing
Proposed amendment to Rule 481 and Rule 1141.2 is being rescheduled from October 2001 to January 2002. Additional time is needed to address industry concerns.
Rule 1133	Emission Reductions from Composting Operations (CM#99 WST-02)
Proposed Rule 1133 is being rescheduled from October 2001 to January 2002 to allow more time to seek industry and public comment.
Rule 1421	Control of Perchloroethylene Emissions from Dry Cleaning Systems
Proposed amendment to Rule 1421 is being rescheduled from December 2001 to January 2002 to allow additional time to work with affected industries.
Rule 2016	Backstop Measures
Proposed Rule 2016 is being added to January 2002 calendar. The development of potential backstop measures implements a Board directive for the RECLAIM program. The proposed rule will be designed to ensure RECLAIM program compliance and may proceed after taking into consideration the information submitted in the compliance plans pursuant to Rule 2009.1.
Rule 2202	On-Road Motor Vehicle Mitigation Options
Proposed amendment to Rule 2202 is being rescheduled from October 2001 to January 2002. Additional time is needed to seek further public input and meet CEQA requirements.
Rule 1138.1	Control of Emissions from Underfired Charbroiler Restaurant Operations (CM#99 PRC-03, Phase II)
Proposed amendment to Rule 1138.1 is being rescheduled from December 2001 to March 2002. Additional time is needed for the development of control technologies.

Proposed Rule 1105.1 is being rescheduled from November 2001 to 2002 to be determined. Additional time is needed to work with the impacted industry and complete the technical feasibility and cost analysis of control options.

Below is a list of all rulemaking activity scheduled for the year 2001. The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C).
