Below is a summary of key issues addressed at the MSRC’s August 23, 2001, meeting. The next MSRC meeting is Thursday, September 27, 2001, at 1:30 p.m. in Room CC8.

FY 2000-01 Work Program: Funding Additional Projects under the Alternative Fuels Subvention Fund Match Program
The MSRC's FY 2000-01 Work Program included $3 million for an Alternative Fuels Subvention Fund Match Program. The Match Program set aside $1.5 million each for alternative fuels infrastructure and medium- and heavy-duty vehicles, and included a geographic minimum for infrastructure of $375,000 per county. Applications were accepted on a first-come, first-serve basis through June 30, 2001. On April 20, 2001, the AQMD Board previously approved $3,014,934 for 31 applications.

At its meeting, the MSRC considered four additional eligible match projects received by June 30, 2001. Funding for these four projects, two of which are within Riverside County and one each from Orange and San Bernardino Counties, total $320,218 for refueling infrastructure. The MSRC unanimously approved the four projects. The AQMD Board's September 21, 2001 consent calendar includes consideration of these projects as part of the FY 2001-02 Work Program.

Fiscal Year 2001-02 Work Program Update
The MSRC received an update from the MSRC-TAC on the status of the FY 2001-02 Work Program. Proposals for eight solicitations were due by August 31, 2001. Considerable outreach has been conducted on these funding opportunities including direct mailings, individual contacts, bidders' conferences, newspaper advertisements, and information posted to the MSRC's website. Numerous inquiries have been made to MSRC staff, so a significant number of proposals are anticipated. A report on proposals received will be included in next month's MSRC committee report.

Final Reports Received and Approved
The MSRC unanimously received and approved six final reports, as follows:

  1. Omnitrans Contract #96037, which provided $1,381,300 for the purchase of 23 CNG transit buses;
  2. Los Angeles County Metropolitan Transportation Authority Contract #99003, which provided $3,675,000 for the purchase 223 CNG transit buses;
  3. The Vons Companies Contract #99022, which provided $910,000 for the purchase 32 heavy-duty vehicles;
  4. Waste Management of the Desert Contract #99029, which provided $560,000 for the purchase 14 CNG waste collection vehicles;
  5. County Sanitation Districts of Los Angeles Contract #00022, which provided $338,000 for repowering of off-road heavy-duty equipment; and
  6. City of Tustin Police Department Contract #00030, which provided $8,120 for law enforcement bicycle patrols.

All final reports are filed in the AQMD's Library.

Biannual Website Statistical Report
MSRC staff provided a report detailing use of the MSRC's website, which was launched last year on July 1, 2000. Therefore, the report includes statistics covering activity for the past year. AQMD webpages, Google.com, Yahoo, and the CARB webpages provide the most traffic coming into the site, respectively. Visits to the site are naturally highest when RFPs and other solicitations are released. The most popular pages are the homepage and the library search page. More than half of the visitors represent commercial users.

FY 1998-99 EVCharge Program Update
The MSRC received and filed a written report on the status of the MSRC's FY 1998-99 EVCharge Program. Of the 123 charging sites funded, 117 are completed, which include 114 conductive and 156 inductive chargers, and 6 sites, which include 6 conductive and 8 inductive chargers, are near completion. Of the 100 sites that included signage, 47 are pending. Forty-three contracts remain open, primarily for signage. The program ends December 31, 2001.

Contract Modification Request
The MSRC unanimously approved one contract modification for Anaheim Transportation Network Contract #00023, which provides $56,000 for voluntary rideshare incentives. The modification extends the contract term an additional nine months through June 30, 2002.

Contract Administrator Report
The MSRC's AB 2766 Contract Administrator provided a written status report on all open contracts from FY 1995-96 through the present. This Contract Administrator Report is attached for your information.
