This report highlights AQMD rulemaking activity and public workshops potentially scheduled for the year 2002.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD’s rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month’s forecast are summarized.

Rule 407

Rule 1112.1

Liquid and Gaseous Air Contaminants

Emissions of Particulate Matter and Carbon Monoxide from Cement Kilns

The Rule and Control Measure Forecast Report previously included an amendment to Rule 407 to establish CO limits for cement kilns. The action can be accomplished by amending Rule 1112.1, which is exclusive to cement kilns,. Therefore, this item has been changed, as a Rule 1112.1 amendment for June 2002 calendar and Rule 407 will no longer be listed.

Rule 1139 Further Reductions from Aggregate and Related Operations
Proposed Rule 1139 hearing is being rescheduled from December 2002 to an unspecified date. Additional time is needed to develop inventories, explore potential control options and assess environmental and economic impacts.
Rule 1168 Adhesive and Sealant Applications
Proposed amendments to Rule 1168 are being rescheduled from May 2002 to June 2002. Additional time is needed for the public to review the staff proposal.
Rule 1171 Solvent Cleaning Operations
Proposed amendments to Rule 1171 are being rescheduled from to-be-determined to September 2002 calendar.
Rule 1186 PM10 Emissions from Paved and Unpaved Roads, and Livestock Operations
Proposed amendment to Rule 1186 is being rescheduled from April 2002 to September 2002. Addressing the non-attainment situation in Coachella Valley will include review of PM10 control rules and measures. Thus, development of rule proposal has been delayed until the completion of the new Coachella Valley SIP.
Rule 1193 Clean On-Road Residential and Commercial Waste Collection Vehicles
Proposed amendments to Rule 1193 are being rescheduled from May 2002 to June 2002 calendar to allow more time for the certification of new dual engines as part of the proposed amendments.
Rule 1191.1 Clean On-Road Light-and Medium Duty Fleet Vehicles for Private Fuel Suppliers and Utilities
Proposed amendments to Rule 1191.1 are being rescheduled from June 2002 to an unspecified date. Staff is evaluating potential affected fleets and impacts of rule proposals.
Rule 1196.1 Clean On-Road Heavy-Duty Public Fleet Vehicles for Private Fuel Suppliers and Utilities
Proposed amendments to Rule 1196.1 are being rescheduled from June 2002 to an unspecified date. Staff is evaluating potential affected fleets and impacts of rule proposals.

Rule 1309.1 Community Bank and Priority Reserve
Proposed amendments to Rule 1309.1 are added to the May 2002 calendar. Technical amendments are proposed to allow a public policy project access to the Priority Reserve for emission credits. This technical amendment will allow a public policy project that primarily generates electricity to pump water to maintain the integrity of a municipality or significant portion thereof access to the Priority Reserve. The project is consistent with the intent of the November 2001 amendments to allow electrical generation facilities access to the Priority Reserve subject to specific criteria and requirements.
Rule 1631 Pilot Credit Generation Program for Marine Vessels
Proposed amendments to Rule 1631 are being rescheduled from May 2002 to June 2002 to allow more time for public input.

Below is a list of all rulemaking activity scheduled for the year 2002. The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located at the end of the report (Attachment D).
