Approval of Minutes
Minutes from the January 24, 2002 meeting were unanimously approved, as submitted. The minutes are attached for your information (Attachment 1).
Joint MSRC and Technical Advisory Committee Retreat to Prioritize Funding Categories for FY 2002-03 AB 2766 Discretionary Fund Work Program
The MSRC conducted a joint retreat with its Technical Advisory Committee on February 28, 2002, at the Country Suites Inn. After discussing the state of air quality as well as policy and technical issues, the MSRC reviewed and prioritized various project categories. Project categories fall into four priority tiers. The MSRC's Technical Advisory Committee is convening two subcommittees to review the MSRC’s priorities to determine if feasible programs can be developed. The conceptual FY 2002-03 Work Program will be considered by the MSRC in April or May 2002.
Approval of Awards under the Rideshare to Rails Program as Part of the FY 2001-02 AB 2766 Discretionary Fund Work Program
On November 9, 2001, the Board approved most of the elements of the FY 2001-02 Work Program, including the re-release of a revised TCM RFP, #P2002-06. The "Rideshare to Rails" Commuter Rail Station Rideshare Incentive Program is intended to encourage, through the availability of financial incentives, commuter rail station owners and/or operators to develop rideshare programs that increase carpooling, vanpooling, or other forms of ridesharing to and from parking-impacted rail stations. The original RFP included a $75,000 geographic minimum for each county. Unfortunately, the initial response to the RFP was minimal, primarily because of time constraints according to prospective proposers. Consequently, the MSRC funded one project in October 2001 from RCTC totaling $96,982 and re-released the RFP to ensure geographic minimums would be available for the remaining three counties. When the revised RFP closed at 5:00 p.m. on January 15, 2002, two additional proposals from the Cities of Rialto and San Bernardino had been received. On February 28, 2002, the MSRC unanimously approved funding both proposals totaling $48,000. The Board will consider these two awards on April 5, 2002, under the consent calendar, as part of the FY 2001-02 Work Program.
Final Report Received and Approved
The MSRC unanimously received and approved one final report from Long Beach Transit Contract #00031, which provided $36,838 for development of Transtar transit planning software. All final reports are filed in the AQMD's Library.
Contract Modification Requests
The MSRC took the following actions on requested contract modifications:
- One-year extension and change of vehicle type to LNG from CNG for Waste Management of the Desert Contract #00012; and
- Change of vehicle type to an LNG street sweeper rather than repowering two heavy-duty vehicles for Los Angeles County Sanitation District Proposal #P2002-07-2.
The MSRC also received and filed a letter from Howard Contracting declining its FY 2001-02 award in the amount of $40,233 to repower one wheel type tractor. The contractor was unable to obtain a firm commitment from Caterpillar regarding the cost of the repower, and they were concerned about the obligation to keep the equipment within the AQMD for five years.
Contract Administrator Report
The MSRC's AB 2766 Contract Administrator provided a written status report on all open contracts from FY 1995-96 through the present. This Contract Administrator Report is attached for your information (Attachment 2).
