This report highlights AQMD rulemaking activity and public workshops tentatively scheduled for the year 2002.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD’s rulemaking and control measure implementation schedule. Scheduling changes that have occurred since last month’s forecast are summarized.

Rules to be Rescheduled/Removed and Added
 

Rule 1105.1

Fluid Catalytic Cracking Units

Proposed amendments to Rule 1105.1 are being rescheduled from October 2002 to December 2002 allow time for further evaluation of control options and costs and to address comments from the public.

Rule 1113

Architectural Coatings

Proposed amendments to Rule 1113 are added to November 2002 to address the actions of the California Court of Appeals.

Rule 1127

Emission Reductions from Livestock Waste

Proposed Rule 1127 is being rescheduled from October 2002 to December 2002 to allow additional time for further analysis of control methods.

Rule 1421

Control of Perchloroethylene Emissions from Dry Cleaning Systems

Proposed amendments to Rule 1421 are being rescheduled from September 2002 to November 2002 to allow additional time for review and comments on the recirculated CEQA document.

Rule 1429

Secondary Aluminum Processing

Proposed amendments to Rule 1429 are being rescheduled from October 2002 to an unspecified date in 2003 pending changes to the federal MACT that will affect this rule.

Rule 1427

Rubber Manufacturing

Proposed Rule 1427 is being removed from the calendar. Attached is a technical assessment that the rule is not warranted.

Hexavalent Chromium Emissions from Chrome Plating and Chrome Acid Anodizing Operations

Proposed Rule 1426 and amendments to Rule 1426 are being rescheduled from October 2002 to December 2002. Additional time is needed to work with stakeholders.

Rule 1631

Pilot Credit Generation Programs for Marine Vessels

Proposed amendments to Rule 1631 are being rescheduled from September 2002 to October 2002 to allow more time to work with affected parties.

Below is a list of all rulemaking activity scheduled for the year 2002. The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located at the end of the report (Attachment D).
