PROPOSAL: 

Report of RFPs and RFQs Scheduled for Release in August

SYNOPSIS: 

This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of August.

At its April 9, 1999 meeting, the Governing Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, no longer require individual Governing Board approval. However, a monthly report of all RFPs and RFQs over $50,000 is included as part of the Board agenda package and the Board may, if desired, take individual action on any item. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.

In accordance with the AQMD’s consulting and contracting policies, a public notice advertising the RFP and inviting bids will be published in the following publications:

Additionally, potential bidders will be notified utilizing the Los Angeles County MTA Directory of Certified Firms, the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; and AQMD’s own electronic listing of certified minority vendors. Notice of the RFP will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon, or http://www.aqmd.gov/busjob/ ] and AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.

Proposal Evaluation

Proposals received will be evaluated by a diverse panel of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

Issue RFP for Short- and Long-Term Systems Development and Maintenance Services

In February 2000 and April 2001, the Board awarded contracts to several vendors to obtain Short- and Long-Term Systems Development and Maintenance Services. These contracts are for one year with the option to renew for two one-year periods. This action is to issue an RFP to solicit bids to prequality one or more vendors to provide systems development and maintenance services on a task-order basis. Funds for these services in the amount of $300,000 are included in the FY 2002-03 Budget.

Issue RFP for Development of Web-Based Access to Electronic Documents by the Public

AQMD has utilized the Liberty Net Software for its electronic document management system which maintains the AQMD's application and permit documents and other critical documents since 1990. This action is to select a vendor to implement a web browser-based application in Liberty Net to provide access to publicly available permit documents. In addition, the vendor will perform a version upgrade of Liberty Net to the most recent release. Funds ($50,000) for this expense are included in the FY 2002-03 Budget.
