1)   

Report on Strategic Alliance Initiative #6 – Proposed Environmental Justice Enhancements for FYCalendar Year 2002-03
Staff provided an overview of recommendations to implement proposed AQMP, CEQA, and mobile source related enhancements for the AQMD's Environmental Justice Program for FY 2002-03. Staff highlighted six enhancements related to CEQA, AQMP and mobile sources: Subregional Analyses, Localized Significance Thresholds, Lowest Air Toxic Alternative, Lead Agency and Environmental Documents, Off-Road Intermodal Equipment, and Expedited CEQA Review. For each of these six enhancements, background information and recommendations to implement the various concepts were provided. The proposed enhancements are available for a 60-day public review, and will be brought forward for the Governing Board's consideration at the September 13, 2002 Board meeting
 

2) Coachella Valley PM10 SIP Milestone Year Emission Budgets
After the 2002 CVSIP was adopted on June 21, 2002, U.S. EPA requested that interim milestone targets be explicitly included in the 2002 CVSIP. Milestone targets for emission reductions and emission budgets are used in intermediate years to establish reasonable further progress toward attainment. The proposed 2002 CVSIP Appendix E, "2003 Milestone Targets and Emission Budgets," is an addendum to the 2002 CVSIP. It details the emission reductions, interim milestone emission targets, and emission budgets for transportation conformity at the end of the interim milestone year of 2003. The emission reductions are based on the commitments in the adopted 2002 CVSIP. There are no changes to the 2002 CVSIP emissions, control strategy, control measure adoption or implementation schedule, attainment demonstration or any other element of the 2002 CVSIP. The 2002 CVSIP Addendum is scheduled for Board consideration at a public hearing at its September 13, 2002 meeting.
 
3) Status Report on Rule 1631
Staff gave an update on Proposed Amended Rule 1631 � Pilot Credit Generation Program for Marine Vessels.

Rule 1631 was adopted in May 2001 and is one of five credit generation rules approved by EPA into the State Implementation Plan (SIP). Amendments are planned to allow more flexibility and expand the number of marine vessels eligible to participate. There are two key areas of change � allowing limited trips outside the Basin without jeopardizing the "captive" vessel provisions and enabling engine remanufacturing, as well as engine replacement.

Other credit rules allow "captive" vehicles to travel outside the Basin once per year for documented maintenance and repair. This rule amendment will allow a similar provision, which EPA agrees with. Staff is proposing up to two trips per year, as there are limited repair facilities available in District waters.

Currently, Rule 1631 gives credits for engine replacement. Engines remanufactured with all new factory original parts result in equivalent emission reductions as new engines at significantly less cost. Remanufactured engines essentially keep the old engine block but replace all parts with new parts. Engines are certified to meet the same emissions standards as new engines. Dr. Barry Wallerstein explained that replacing an engine requires cutting a hole in the side of the vessel. This is not required for remanufactured engines.

Staff has had several conference calls with EPA, who is supportive of these changes. A working group meeting is scheduled for August. In addition, staff will hold a Public Consultation meeting in August to prepare for a Set Hearing on September 13, 2002 and a Public Hearing on October 4, 2002.
 

4) Update on AQMP Revision
Development of the 2002-03 Air Quality Management Plan (2002-03 AQMP) is currently underway. The 2002-03 AQMP is being developed to satisfy the triennial update requirements of the California Clean Air Act. The new plan would incorporate the latest available emissions inventory as well as modeling tools to demonstrate attainment with ambient air quality standards. It would also establish new emission budgets for transportation conformity purposes.

The emissions inventory in the 2002-03 AQMP will incorporate a significant increase in on-road and off-road mobile source emissions (due to ARB's new models), emission reductions associated with adopted rules, and improved emission calculation methodologies and updated activity data. Very significant increases are seen, especially in mobile source NOx emissions. The modeling is being conducted based on new models and new episodes. The model performance is nearly achieving the goals. Staff is in the process of finalizing emissions for carrying capacity determination and attainment demonstration.

For 2006 PM10 attainment demonstration, the 2002-03 AQMP's proposed stationary source strategy would be based on emission reductions from primary PM10 fugitive dust categories as well as secondary PM10 sources. For 2010 ozone attainment, the proposed control strategy would mainly include the remaining control measures from the 1999 AQMP. The 2002-03 AQMP would also establish an offset budget for NSR purposes, and would re-evaluate RECLAIM's ending allocations. Based on the modeling analysis, additional control measures may be proposed in the 2002-03 AQMP.

The key issues with the development of the 2002-03 AQMP are: 1) delay in ARB's submittal of the mobile source control measures, 2) potential changes to the mobile source inventory (new EMFAC emissions model), and 3) carrying capacity and attainment demonstration. Delay in adopting the 2002-03 AQMP would have serious implications on the availability of highway funds.

The release of the Notice of Preparation (NOP) for the 2002-03 AQMP's draft environmental impact report is scheduled for mid-August. Release of the draft 2002-03 AQMP and the public workshops are planned for October and November 2002, respectively. The Public Hearing for adoption of the 2002-03 AQMP is scheduled for February 2003.
