SYNOPSIS:
The Mobile Source Committee met Friday, November 22, 2002. Following is a summary of that meeting.

The meeting started at 9:05 a.m. Present: Committee Chair Roy Wilson, Vice
Chair Jon Mikels, and Committee Members Jane Carney and Jim Silva. Absent: Committee
Members Norma Glover and Ron Loveridge.
INFORMATION ITEMS
Review of Mobile Source-Related Rule Development
Staff gave a briefing on mobile source-related rule development for next year.
Four existing rules are to be amended: Rule 1631 - Marine Vessels; Rule 1632
- Hotelling Operations; Rule 1633 - Truck/Trailer Refrigeration Units; and
Rule 2507 - Agricultural Pumps. Several new credit generation rules are proposed:
Proposed Rule 1635 - Construction Equipment; Proposed Rule 1636 - Ground Support
Equipment; and Proposed Rule 1637 - Trains. Proposed Rule 1635 includes repowering
diesel equipment such as scrapers and bulldozers. Staff will evaluate credits
for PM, CO, and SOx. Proposed Rule 1636 includes equipment at airports not
covered by an MOU and would involve replacing diesel equipment with electric.
Staff will evaluate PM, CO, and NOx credits for cargo loaders, baggage and
aircraft tractors, belt loaders, and other equipments. Proposed Rule 1637
includes local trains. The technology would include new LNG engines and particulate
traps. PM & NOx credits will be evaluated. Working groups and the HRAG
credit subcommittee will discuss these issues and work with staff on the rule
development. Staff is also working closely with U.S. EPA and CARB. The key
focus is to determine surplus credits and quantification methods. The schedule
is for amendments to existing rules in the second quarter of 2003 and new
rules in the third and fourth quarter.
Report on Updated Mira Loma Study
Staff gave a presentation on the analysis conducted by the AQMD to assess
the impact of diesel particulate emissions from warehouse / distribution centers
in Mira Loma area. The analysis, which was recently presented to the Riverside
County Planning Commission, delineated that additional warehouse traffic cause
increase in cancer risk due to the diesel exhaust from the trucks. Mitigation
measures to reduce the risks have been introduced, and incorporated into the
analysis.
Report on Proposed Amended Rule 1610
This brief report updates the Mobile Source Committee on staff's conclusions
and findings regarding three major issues raised during the public comment
period on this proposal. First, proposed eligibility and inspection requirements
are now exactly the same as those of the CARB VAVR. Second, staff reports
that CARB intends that eligible vehicles be driven to the inspection site
on the entire distance the day of the functional inspection. Staff will continue
to work with CARB to assure that implementation of the rule conforms with
CARB's intent. Third, staff will confirm to the Committee that CARB staff
have submitted the rule to the State Office of Administrative Law. The submittal
requests an effective date of January 3, 2003 to allow timely implementation
statewide. During discussion of issues relating to whether vehicles donated
to charity could be accommodated in the rule, committee members requested
staff to assure the same level of enforcement (i.e., inspect each vehicle
and observe it driving) for charity vehicles as is currently done for vehicles
in the program.
Report on EJ Enhancement #III-1
Rule Development - Off-Road Intermodal Equipment
The proposed rule on intermodal equipment is being developed to implement
one of the Environmental Justice Enhancements adopted by the Board in September
2002. Enhancement III-1 calls for the development of a rule to reduce diesel
emissions from off-road equipment such as yard hostlers at port facilities,
railroad yards, and distribution centers. AQMD staff is currently evaluating
the extent of the AQMD's legal authority to regulate intermodal equipment.
Regulatory options may include: fleet rule approach for on-road vehicles,
retrofit of existing off-road vehicles, and limitation on usage.
Based on a preliminary analysis, there are approximately 600-yard hostlers
operating at railroad yards and the Ports of Long Beach and Los Angeles. The
majority of yard hostlers are diesel powered and range in size from 150 to
200 horsepower and operate 8 to 10 hours per day. Additional population and
activity data will be collected from ports and rail yards. Staff will also
conduct a technology assessment to identify feasible control technologies
and methods to reduce emissions from diesel-powered intermodal equipment (e.g.,
alternative fuels and particulate traps). The proposed rule on intermodal
equipment is scheduled for adoption in July 2003.
