Amend Recipient for Forklift Projects under the State Emissions Mitigation Program
SYNOPSIS:
On March 1, 2002, the Board approved the execution of contracts to generate emission credits under the State Emissions Mitigation Program. Southern California Edison was identified as the award recipient for two forklift projects. These projects involve the replacement of twelve propane-powered forklifts with twelve electric forklifts. In a letter dated November 1, 2002, Southern California Edison indicated they prefer the two contracts for the forklift projects be executed with the equipment owner and operator, Beauchamp Distributing Company. AQMD staff recommends amending the recipient for the forklift projects to Beauchamp Distributing Company, with no change in the amount of funding approved by the Board on March 1, 2002.

RECOMMENDED ACTION:
Authorize the Chairman to amend recipient for forklift projects approved under the State Emissions Mitigation Program to Beauchamp Distributing Company, with no change in the amount of funding approved by the Board on March 1, 2002. The funding and NOx emission reductions are listed in Table 1.

Background
On March 1, 2002, the Board approved the execution of contracts to generate emission credits under the State Emissions Mitigation Program. Southern California Edison was identified as the award recipient for two forklift projects. These projects involve the re-placement of twelve propane-powered forklifts with twelve electric forklifts. As stated in a letter dated November 1, 2002, Southern California Edison indicated they prefer the two contracts for the forklift projects be executed with the equipment owner and operator, Beauchamp Distributing Company. In a letter dated October 18, 2002, Beauchamp Distributing Company indicated they will accept the contracts, and be held liable for the statement of work and performance requirements set forth within these contracts. AQMD staff recommends amending the recipient for the forklift projects to Beauchamp Distribut-ing Company, with no change in the amount of funding approved by the Board on March 1, 2002.
Proposal
The proposal involves amending the recipient for the forklift projects approved under the State Emissions Mitigation Program to Beauchamp Distributing Company, with no change in the amount of funding approved by the Board on March 1, 2002.
In the March 1, 2002 Board letter, Southern California Edison was identified as the award recipient for two forklift projects. The first project involves the replacement of ten pro-pane-powered forklifts with electric forklifts for an amount not to exceed $88,860, and the second project involves the replacement of two propane-powered forklifts with elec-tric forklifts for an amount not to exceed $13,902. Total funding for the two forklift pro-jects is $102,762. Since the two forklift projects will be implemented by the same com-pany, Beauchamp Distributing Company, AQMD has combined the two forklift projects into one project. Table 1 identifies the project, bid amount, and estimated NOx emission reductions. Both the total bid amount and NOx emission reductions remain unchanged from the March 1, 2002 Board letter.
Benefits to AQMD
The successful implementation of this project will result in mitigation of excess NOx emissions produced by peaking power plants, which must operate to accommodate peak electrical loads. The project will also produce concurrent reductions of toxic compounds and greenhouse gases, which is an additional benefit. The administration of the State Emissions Mitigation Program at the local level will provide greater certainty and confi-dence for achieving the emission reductions since AQMD has acquired experience and expertise in identifying emission sources and available control or prevention technologies.
