The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMDs rulemaking and control measure implementation schedule. Scheduling changes that occurred since last months forecast are summarized.

Rule 1133
|
Emission Reductions from Composting Operations (CM#99 WST-02)
|
|
Proposed amendments to Rule 1133 are being rescheduled from April 2002 to June 2002. Additional time is necessary to complete greenwaste composting service tests analysis, refine the staff proposal and impact assessment, solicit additional public and industry comment on proposed rule requirements and receive Board direction subsequent to the March 2002 Board review of the pre-hearing on composting control technology assessment.

Rule 1401

New Source Review of Toxic Air Contaminants |
|
Proposed amendments to Rule 1401 are being rescheduled from July 2002 to May 2002. Rule 1401 requires staff to bring amendments for Boards consideration within 150 days of state updates. The Scientific Review Panel finalized chronic risk values for 12 compounds in December 2001, which necessitates a May board hearing

Control of Perchloroethylene Emissions from Dry Cleaning Systems |
|
Proposed amendments to Rule 1421 are being rescheduled from March 2002 to April 2002 to provide additional time for analysis and public input.

|
Proposed amendments to Regulation IX are being added to the April calendar. Periodic amendments to this Regulation incorporate new or amended federal standards by reference.

Below is a list of all rulemaking activity scheduled for the year 2002. The
last three columns refer to the type of rule adoption or amendment: AQMP refers
to the adoption and implementation of AQMP control measures (Attachment A);
Toxics refers to the adoption and implementation of programmatic as well as
source-specific toxic-related rules (Attachment B); and Other refers to
administrative rules or changes to an existing rule to clarify or improve rule
enforceability, SIP corrections, or implementing state or federal regulations
(Attachment C). A more detailed description of the proposed rule adoption or
amendment is located after this calendar under the type of rule adoption or
amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located
at the end of the report (Attachment D).
