This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of February.

Background

At its April 9, 1999 meeting, the Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, will no longer require individual Board approval. However, a monthly report of all RFPs and RFQs over $50,000 will be included as part of the Board agenda package and the Board may, if desired, take individual action on any. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.

Outreach

In accordance with the AQMD’s consulting and contracting policies, a public notice advertising the RFPs and RFQs will be published in the following publications:

A listing of open RFPs and RFQs will be made available to various legislative caucuses, community groups, trade organizations, chambers of commerce and other interested parties at the time the Notice Inviting Bids/Proposals is submitted for publication.

Additionally, potential bidders will be identified using the Los Angeles County MTA Directory of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business and Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Notices of the RFPs/RFQs will be mailed to the African-American and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMD’s 24-hour telephone message line for bidders (909) 396-2724.

Proposal Evaluation

Proposals received will be evaluated by a diverse panel of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

Issue RFQ to Purchase Telemetry System Data Loggers

The AQMD air quality data telemetry system relies on data loggers to collect and transmit (via separate modem) - in real time - air quality and meteorological data from air monitoring stations located throughout the South Coast Air Basis. The telemetry system makes it possible for the general public to have access to current air quality information through the AQMD website. The data logger is the data hub for an air monitoring station and the telemetry system central computer located at AQMD Headquarters polls the data logger each minute to download current information. The existing data loggers are 10 to 15 years old and, although they have proven highly reliable, the age of the units is such that an increase in failed data loggers is expected. This action is to issue an RFQ to purchase 33 data loggers to replace all existing data loggers in the air monitoring telemetry system.

Issue RFQ to replace Auditorium Video Projector

AQMD's auditorium video projector is over 10 years old and, since the manufacturer no longer manufactures video projectors, it is difficult to get adequate maintenance support and needed replacement parts. As a result, the types and quality of auditorium visual presentations are limited. This RFQ is to solicit vendors to provide, install, and maintain a more technologically up-to-date replacement for the auditorium's video projector.
