PROPOSAL: 

Recognize Revenue and Execute Contract with Strategy Workshop to Create Printed Conference Proceedings from Clean Air Technologies 2001 International Conference

SYNOPSIS: 

To disseminate the information presented at the conference, staff requests the Board authorize the use of unspent conference funds to create and produce a printed compendium of the proceedings, in an amount not to exceed $40,000. Any remaining monies will be used for clean air technology projects.

RECOMMENDED ACTIONS:

  1. Recognize the revenue from the Clean Air Technologies 2001 International Conference estimated at $60,000 to the Clean Fuels Fund.

  2. Authorize the Executive Officer to contract with Strategy Workshop to create printed conference proceedings in an amount not to exceed $40,000 from the Clean Fuels Fund.

Background

On November 5-6, 2001, the Governing Board hosted AQMD’s first international conference, "Clean Air Technologies 2001," at the Disneyland Hotel in Anaheim, California. Approximately 400 people from 13 countries and the United States were in attendance at the successful gathering. Fifty distinguished panelists and speakers presented their work in public policy, technology advancement, and implementation of emission reduction programs.

Proposal

In order to disseminate the information presented at the conference, Strategy Workshop, a consultant familiar with the development of the conference and the events that took place, will provide a compendium of the proceedings. The finished product should take four to five weeks to complete and contain the following:

  • An introduction addressing the genesis and goals of the conference.
  • An executive summary summarizing the event as a whole, including highlights from various speakers and panels.
  • A summary of each plenary speaker’s comments, accompanied by reprints of their visual presentation materials, whenever possible.
  • An overview of each panel discussion.
  • Summaries of each panelist’s comments, also accompanied by reprints of their visual presentation materials, whenever possible.
  • A summary of the press conference launching the international coalition.

Sole Source Justification

Section VIII B.2 of the Procurement Policy and Procedure identifies four major provisions under which a sole source purchase award may be justified. This request for a sole source award is made under provisionB.2.d: Other circumstances exist which in the determination of the Executive Officer require such waiver in the best interests of the District.

Strategy Workshop was a subcontractor on the Clean Air Technologies 2001 International Conference and intimately involved in planning and activities. As such, they are uniquely qualified to compile and produce the proceedings from the conference.

Resource Impacts

The total cost for the compilation and production of the proceedings will not exceed $40,000. Sufficient funds are available from the Clean Fuels Fund, established as a special revenue fund resulting from the state-mandated Clean Fuels Program. The Clean Fuels Program, under Health and Safety Code Sections 40448.5 and 40512 and Vehicle Code Section 9250.11, establishes mechanisms to collect revenues from mobile sources to support projects to increase the utilization of clean fuels, including the development of the necessary advanced enabling technologies. Funds collected from motor vehicles are restricted, by statute, to be used for projects and program activities related to mobile sources that support the objective of the Clean Fuels Program.
