The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMDs rulemaking and control measure implementation scheduled. Scheduling changes that occurred since last months forecast are summarized.
Progress in 2001
Significant progress was made in 2001 in the development and adoption of rules and rule amendments. Forty-three rules were amended and fourteen rules were adopted including six SIP measures. These rules achieved about 14.4 tons/day VOC reductions when fully implemented, based on the 1997 baseline emission inventories. With the completion of rulemaking effort in 2001, the AQMD has fulfilled the total emission reduction obligations for short-term measures of 48 tons per day under the SIP Settlement Agreement. However, the SIP Settlement Agreement still requires adoption of the remaining short-term measures, such as Phase II of FUG-05, if they are feasible and cost effective.
Also during the year, toxic rules were adopted or amended as part of implementing the Air Toxics Control Plan to mitigate the impacts of key toxic air contaminants from both existing and new or modified sources. Rule 1425 will reduce 27.5 tons of perc per year from motion picture film printing and processing. Amendments to Rule 1122 (degreasers) will also reduce perc emissions by 167 tons per year. Rule 1195 (school buses) is estimated to reduce 90 tons per year of diesel particulate matter. Amended Rule 1162 (polyester resin operations) would reduce styrene emissions by 5.4 tons per day. Amendments to Rules 1124 (aerospace), 1178 (tanks), 1132 (spray booths), and updates to the list of chemicals considered in new source review in Rule 1401 will also help reduce air toxics.
Also, a number of rules were amended to improve enforceability, and/or address CARB and EPA concerns.
In addition, significant amendments to Regulation XX RECLAIM and Regulation XIII New Source Review were made, along with the adoption of six new credit rules, to address the energy crisis during 2001.

Proposed amendments to Rule 1186 are being rescheduled from March 2002 to May 2002. More time is needed to assess the need for other amendments to Rule 1186, in addition to the original proposal to remove the exemption [(i)(3)] for purchasing non-certified sweepers.

Rule 463
|
Organic Liquid Storage |
|
Proposed amendments to Rule 463 are being added to the calendar to-be-determined. The amendments, if necessary, will address a request from a regulated entity currently under a variance on alternative compliance option to the degreasing and cleaning requirements of Rule 463, and to effectuate the original intent of the rule.

to the adoption and implementation of AQMP control measures (Attachment A);

source-specific toxic-related rules (Attachment B); and Other refers to
administrative rules or changes to an existing rule to clarify or improve rule
enforceability, SIP corrections, or implementing state or federal regulations
(Attachment C). A more detailed description of the proposed rule adoption or
amendment is located after this calendar under the type of rule adoption or
amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located
at the end of the report (Attachment D).
