This report highlights AQMD rulemaking activity and public workshops tentatively scheduled for the year 2002.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD’s rulemaking and control measure implementation schedule. Scheduling changes that have occurred since last month’s forecast are summarized.

Rules to be Rescheduled/Removed and Added
 

Rule 1105.1

Fluid Catalytic Cracking Units

Proposed amendments to Rule 1105.1 are being rescheduled from September 2002 to October 2002 to allow time for further analysis of control technology and costs and to address comments from the public.

Rule 1171

Solvent Cleaning Operations

Proposed amendments to Rule 1171 are being rescheduled from September 2002 to August 2002. Staff is expected to complete its analysis earlier than previously anticipated. The proposed amendments will change the VOC limit compliance date from July 1, 2005 to January 1, 2003 for several solvent activities.

Rule 1114

Rule 1173

Further Emission Reductions from Large Fugitive VOC Sources

Control of Volatile Organic Compound Leaks and Releases from Components at Petroleum Facilities and Chemical Plants (FUG05-P2)

Proposed Rule 1114 was scheduled for September 2002 to implement the second phase of control measure FUG-05. Staff recommends that amendments to Rule 1173 are more appropriate to accomplish implementation of the control measure described by Rule 1114. Therefore, Rule 1114 is being replaced by Rule 1173 in the Rule and Control Measure Forecast Report. Further, proposed amendments to Rule 1173 are being rescheduled from September 2002 to November 2002 to allow for additional time for further analysis of the staff proposal and public input.

Rule 1421

Control of Perchloroethylene Emissions from Dry Cleaning Systems

Proposed amendments to Rule 1421 are being rescheduled from August 2002 to September 2002 to allow additional time for review and comments on the recirculated CEQA document.

Below is a list of all rulemaking activity scheduled for the year 2002. The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located at the end of the report (Attachment D).
