SYNOPSIS: 

The Stationary Source Committee met Friday, June 28, 2002. Following is a summary of that meeting. The next meeting will be July 26, 2002, at 10:30 a.m., in Conference Room CC8.

Attendance

The meeting began at 10:35 a.m. Present were Ron Loveridge, Committee Chair, Norma Glover (arrived at 10:50 a.m.), Jon Mikels (departed at 11:25 a.m.), Jane Carney (departed at 10:55 a.m.) and Leonard Paulitz (arrived at 10:45 a.m.). Absent was Cynthia Verdugo-Peralta.

INFORMATIONAL ITEMS

  1. Update on Initiative #2
    Dr. Elaine Chang, Deputy Executive Officer, Planning, Rule Development & Area Sources presented this item at the Mobile Source Committee meeting immediately preceding the Stationary Source Committee. Since all Board Members present had attended that discussion, this item was not presented, by consensus. No members of the public had comments on this item.

  2. EPA’s New Source Review Program Improvement Recommendations
    Dr. Elaine Chang briefed the Committee on EPA’s June 13, 2002 announcement regarding recommended changes to the NSR program. EPA’s reform objectives, as well as the EPA proposal and AQMD staff concerns were discussed on seven specific reform topics (plantwide applicability limits; the clean unit provision; pollution control and prevention projects; actual to projected future actual emissions calculation methodology; routine maintenance, repair, and replacement; "debottlenecking;" and aggregation). Staff will prepare a comment letter to EPA for Board consideration at the July Board meeting and sought direction regarding the suggested comments. Board members expressed agreement with the nature of staff concerns and proposed comments.

  3. Status Report on Regulation XIII – New Source Review
    Mohsen Nazemi, Assistant Deputy Executive Officer, Engineering and Compliance presented this item. This report assesses AQMD’s NSR program compliance with federal offset requirements and state "no net increase" requirements, and provides an accounting of AQMD offsets used and returned during the August 2000 through July 2001 timeframe. Credits to AQMD’s offset accounts include orphan shutdowns, surplus reductions, BACT discounts upon ERC issuance, and "payback" of facility positive balances. Debits from AQMD’s offset accounts include offsets provided to facilities with potential to emit below the exemption thresholds, various other offset exemptions identified in Rule 1304 - Exemptions, offsets provided through the Priority Reserve and Community Bank, reactivation of permits previously deemed orphan shutdowns, and adjustments from prior reports. A summary of historical account balances was also presented. The balances in AQMD’s federal and state offset accounts appear adequate for the foreseeable future.

  4. Amend Rule 1171 – Solvent Cleaning Operations
    Lee Lockie, Director of Area Sources, presented this item. Rule 1171 requires that by July 1, 2005, the VOC content of certain solvent cleaning activities be limited to 25 g/l. There are many low-VOC materials available that already meet this limit. The proposed amendment will lower the VOC content limit from 50 g/l to 25 g/l by January 1, 2003. This amendment applies to most general repair and maintenance cleaning, cleaning of certain ink application equipment and cleaning of polyester resin application equipment. The VOC limit of 50 g/l for inkjet printing operations, included under general repair and maintenance cleaning, will retain its 50 g/l VOC limit until 2005.
