The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMDs rulemaking and control measure implementation schedule. Scheduling changes that have occurred since last months forecast are summarized.

Proposed amendments to Rule 219 are being rescheduled from September to an unspecified date in 2002 to allow staff additional time to work with stakeholders to identify additional low-emitting equipment categories that could be exempt from permit requirements and completion of the necessary impact analyses. | |

Filing Requirements for Specific Emission Sources Not Requiring a Written Permit Pursuant to Regulation II |

The proposed amendment would require low emission sources that are exempt from permit requirements under Rule 219 to submit a filing. Proposed amendments to Rule 222 are being rescheduled from September to an unspecified date in 2002 to allow staff additonal time to work with stakeholders to identify additional low-emitting equipment categories for filing, as well as streamline the administrative process. | |

Proposed amendments to Rule 1186 are rescheduled from September 2002 to 2003 due to the expanded scope of the amendments to address issues in Coachella Valley. Addressing the non-attainment situation in Coachella Valley will include review of existing PM10 control rules and new more stringent PM10 control measures. Thus, development of rule proposal has been delayed until the completion of the new Coachella Valley SIP and will be combined with proposed amendments to Rule 403. | |

Rule 1411 Rule 1415 |
Recovery or Recycling of Refrigerants from Motor Vehicle Air Conditioners Reduction of Refrigerant Emissions from Stationary Refrigeration and Air Conditioning Systems |
|
Staff scheduled Rules 1415 and 1411 as potential candidates for rescission due to the presence of similar rules at the federal level. However, after completing its evaluation, staff concluded that these rules are important adjuncts to federal programs in that they offer a local enforcement presence and the opportunity for better response to complaints. Therefore, staff is removing Rules 1415 and 1411 from the Rule and Control Measure Forecast Report. | |

The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located at the end of the report (Attachment D).
