This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of June.

Background

At its April 9, 1999 meeting, the Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, will no longer require individual Governing Board approval. However, a monthly report of all RFPs and RFQs over $50,000 will be included as part of the Board agenda package and the Board may, if desired, take individual action on any. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.

In accordance with the AQMD’s consulting and contracting policies, a public notice advertising the RFPs and RFQs will be published in the following publications:

A listing of open RFPs and RFQs will be made available to various legislative caucuses, community groups, trade organizations, chambers of commerce and other interested parties at the time the Notice Inviting Bids/Proposals is submitted for publication.

Additionally, potential bidders will be identified using the Los Angeles County MTA Directory of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business and Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Notices of the RFPs/RFQs will be mailed to the African-American and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMD’s 24-hour telephone message line for bidders (909) 396-2724.

Proposal Evaluation

Proposals received will be evaluated by a diverse panel of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

Issue RFP to Hire Outside Counsel

From time to time the AQMD requires the assistance of outside litigation counsel having expertise and experience in areas including but not limited to the California Environmental Quality Act, air quality laws, administrative law, representation of government agencies, constitutional issues, and complex environmental litigation. In addition, the Hearing Board occasionally requires the assistance of outside counsel for advice on these and related issues and for representation when its decisions are challenged in court proceedings. This RFP has two purposes: to solicit qualified law firms or sole practitioners in order to establish a pre-qualified list that District Counsel may utilize to represent AQMD in ongoing and possible future litigation where outside counsel is required; and to solicit qualified firms or sole practitioners to advise and represent the Hearing Board. District Counsel and the Hearing Board will utilize different firms to avoid conflicts of interest. The contracts shall be for a three-year period. The maximum total dollar amount that may be paid in any fiscal year for the AQMD is $225,000 and $15,000 for the AQMD Hearing Board.

RFQ Establish List of Prequalified Vendors to Provide Library Services and Supplies

The AQMD is seeking to prequalify vendors providing library services and supplies. Vendors selected will be issued purchase orders for the acquisition, cataloging, shelf preparation of books, periodicals, and other printed and multi-media materials used in AQMD’s Library. This action is to issue an RFP, the responses to which will be used to establish a list of prequalified vendors for a period of two years. This bidding and prequalification process will ensure that AQMD is using the most cost-effective providers for these services and supplies. Funds for these services and supplies ($100,000) are included in the FY 2002-03 Budget. (Review: Administrative Committee, May 10, 2002)
