PROPOSAL: 

Renew Contract to Purchase Private Data Network Services to Support the Emissions Reporting System

SYNOPSIS: 

On November 17, 2000, the Board approved a contract with Pacific EnviroSystems to provide Private Data Network (PDN) services to support the telecommunication and data processing needs associated with the AQMD’s electronic Emission Reporting System requirements for RECLAIM with option to renew for one additional year. This action is to renew the contract with Pacific EnviroSystems for another year to provide PDN services. Funds ($75,000) for this service are available in the FY 2002-03 Budget.

Authorize the Executive Officer to exercise the option to renew the existing contract with Pacific EnviroSystems for PDN development and services in an amount not to exceed $75,000.

Background

On November 17, 2000, the Board approved a contract with Pacific EnviroSystems to provide continuing services to support the telecommunications and data processing requirements associated with the Emission Reporting System (ERS) for RECLAIM. The service agreement, which expires on June 30, 2002, was for a term of one year with the option to renew for one additional year.

ERS provides state-of-the-art methodologies to streamline the electronic reporting of emission data from RECLAIM facilities. The system incorporates a Private Data Network (PDN) service to provide the telecommunication and data processing requirements associated with electronic reporting. The provider accepts RECLAIM related data from remote terminal units, transaction management devices, PCs, workstations, and mainframe computers located at the 350 RECLAIM facilities.

Proposal

The additional year of service will be charged at $0.75 per call on a $0.15 per record basis. The anticipated cost for the additional year of service, based on historical usage, should be less than or equal to the current year. This action is to exercise the option to renew the contract with Pacific EnviroSystems for another year.

Resource Impacts

Sufficient funds are included in the FY 2002-03 Budget.
