SYNOPSIS:

The California Fuel Cell Partnership met April 23-24, 2002.
Attached is a summary of the meeting.

SUMMARY OF AGENDA ITEM

The U.S. EPA requested membership as a new partner in the CaFCP. The Steering Team supported the concept of the U.S. EPA becoming a full government partner and waiver of past fees for 2000 and 2001. The Steering Team also asked that U.S. EPA present a summary of their expected in-kind contribution to the CaFCP. Additionally, Dr. Alan Lloyd, CARB, was elected to serve as a Vice-Chair for 2002, and subsequently Chair for 2003.

The safety team presented a brief report on their Emergency Responder training, the H2 training, as well as the Satellite Station Review Team activities. The safety team also maintained their accident-free goal, and managed to complete the H2 detection system project and continue with the HVAC Modification project.

The most comprehensive discussion pertained to the CaFCP 2004-2008 Plan. The Steering Team decided to extend the timeline for adoption of a Post-2003 plan, and directed the Post-2003 Steering Team, chaired by Cynthia Verdugo-Peralta and Alan Lloyd, to prepare a revised proposal for consideration at the July Steering Team meeting.

Tom Gross, DOE, presented the Freedom Car Fuel Cell Vehicle Program to the Steering Team. The Steering Team emphasized that the Post-2003 Plan should be aligned with DOE’s national plan for fuel cell vehicles and infrastructure.

The Bus team reported the current status of fuel cell bus program. There are two teams developing fuel cell buses. One team is comprised of ISE Research and United Technologies Corporation Fuel Cells, who will develop four buses for A.C. Transit and SunLine Transit. The estimated cost of the buses is approximately $3 million per bus. The other team is comprised of Gillig Bus Company and Ballard Fuel Cells, who will develop buses for Santa Clara Valley Transit Authority. The delivery of the initial buses is expected in 2004.

The Fuels team provided a status report on the satellite stations planned, including the Richmond facility. Additionally, there was an opening ceremony of the methanol refueling station at the partnership.

Others topics discussed included the CaFCP budget, the technology forum scheduled for April 26, 2002, as well as future studies planned by the partnership. There were brief presentations on the Las Vegas H2 refueling station and the California Stationary Fuel Cell Collaborative.

The next meeting is scheduled for July 2002 in Vancouver, Canada.
