This report highlights AQMD rulemaking activity and public workshops
potentially scheduled for the year 2002.

The Rule and Control Measure Forecast Report provides the Board with a
monthly update of AQMD’s rulemaking and control measure implementation
schedule. Scheduling changes that occurred since last month’s forecast are
summarized.

| Proposed amendments to Rule
1168 are being rescheduled from April 2002 to May 2002. Additional time
is necessary for the completion of the public input process and to
complete CEQA document and respond to comments. |

| Proposed amendment to Reg. XIII
is added to November calendar. This amendment may be needed to implement
the Board’s Alliance Strategic Initiative #1, consistent with the Board
resolution approving the actions recommended in the ERC White Paper.

| Proposed amendments to 1421 are
being rescheduled from April 2002 to May 2002 calendar to allow
additional time for stakeholder input. |

| This rule development project
is being used as a pilot negotiated rulemaking, to implement the Board’s
Strategic Alliance Initiative #8. The proposed rule amendments are being
rescheduled from May 2002 to October 2002 to enable more time for the
process. |

Clean On-Road
Residential and Commercial Waste Collection Vehicles |
| Proposed amendments to Rule
1193 are being rescheduled from April 2002 to May 2002 calendar.
Additional time is needed for the certification of new dual engines as
part of the proposed amendments. |
| Rule 1133 |
Emission Reductions
from Composting Operations (CM#99 WST-02) |
| Proposed prehearing of Rule
1133 has been rescheduled from March 2002 to April 2002. Additional time
is needed to incorporate recent greenwaste test data. Therefore, the
hearing schedule is moved accordingly. |
| Rule 1631 |
Pilot Credit
Generation Program for Marine Vessels |
| Proposed amendments to Rule
1631 are being added for a May 2002 public hearing. The proposed change
would allow marine vessels to travel beyond district water for
maintenance or repair, consistent with other credit generation rules.

Below is a list of all rulemaking activity scheduled for the year 2002.
The last three columns refer to the type of rule adoption or amendment: AQMP
refers to the adoption and implementation of AQMP control measures
(Attachment A); Toxics refers to the adoption and implementation of
programmatic as well as source-specific toxic-related rules (Attachment B);
and Other refers to administrative rules or changes to an existing rule to
clarify or improve rule enforceability, SIP corrections, or implementing
state or federal regulations (Attachment C). A more detailed description of
the proposed rule adoption or amendment is located after this calendar under
the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other)
Upcoming Public Workshops are located at the end of the report (Attachment
D).
