The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMDs rulemaking and control measure implementation schedule. Scheduling changes that have occurred since last months forecast are summarized.

Emission Reductions from Livestock Waste |

Proposed Rule 1127 is being rescheduled from December 2002 to January 2003. Staff is analyzing additional information from contractors and the Santa Ana Regional Water Quality Control Board necessary to refine proposed rule requirements and the environmental and socioeconomic assessments. | |

Rule 1145 |
Plastic, Rubber, and Glass Coatings |
|
Proposed amendments to Rule 1145 are being rescheduled from December 2002 to early 2003. Additional time is required to analyze the collected data and allow for public review of that analysis. | |

Rule 1173 |
FUGITIVE EMISSIONS OF VOLATILE ORGANIC COMPOUNDS |
|
Staff is recommending to the Board that proposed amendments to Rule 1173 be continued from November to December. Additional time is needed to address and incorporate stakeholders' comments and complete the CEQA review process. | |

Below is a list of all rulemaking activity scheduled for the year 2002. The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located at the end of the report (Attachment D).
