The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD’s rulemaking and control measure implementation schedule. Scheduling changes that have occurred since last month’s forecast are summarized.

Rules to be Rescheduled/Removed and Added

Rule 1127

Emission Reductions from Livestock Waste

Proposed Rule 1127 is being rescheduled from December 2002 to January 2003. Staff is analyzing additional information from contractors and the Santa Ana Regional Water Quality Control Board necessary to refine proposed rule requirements and the environmental and socioeconomic assessments.

Rule 1145

Plastic, Rubber, and Glass Coatings

Proposed amendments to Rule 1145 are being rescheduled from December 2002 to early 2003. Additional time is required to analyze the collected data and allow for public review of that analysis.

Rule 1173

FUGITIVE EMISSIONS OF VOLATILE ORGANIC COMPOUNDS

Staff is recommending to the Board that proposed amendments to Rule 1173 be continued from November to December. Additional time is needed to address and incorporate stakeholders' comments and complete the CEQA review process.
