Minutes from the August 22, 2002 meeting were unanimously approved, as submitted. The minutes are attached for your information (Attachment 1).
Approval of Final FY 2002-03 Work Program in Concept and Release of Eight Solicitations
The MSRC initially approved the framework for its $15 million FY 2002-03 Work Program in Concept on May 23, 2002, with subsequent adjustments to some of the programs and allocations at its June 26, 2002 meeting. At its September 26, 2002 meeting, the MSRC re-affirmed its FY 2002-03 Work Program in Concept and approved the release of eight solicitations, the award of two sole-source contracts, and exercised the option to extend its Technical Advisor's contract for another one-year term, as follows:
Clean Fuels Programs ($11.2 million)
TCM Programs ($2.75 million)
Other Programs ($1 million)
Technical Advisor Contract ($105,566 to Work Program)
The MSRC's contract with Raymond J. Gorski includes three one-year options incorporating a 4% annual inflation adjustment, with discretion by the MSRC to exercise said options, as granted by the AQMD Board. Of the $140,754 contract award for FY 2002-03, 75%, or an amount not to exceed $105,566, is allocated as part of the Work Program, and 25%, or an amount not to exceed $35,188, is allocated as part of the FY 2002-03 Administrative Budget.
The AQMD Board actually approved the above at its October 4, 2002 meeting under the consent calendar and all eight solicitations were subsequently released. A brochure announcing all funding opportunities under the Work Program was mailed to more than 2,000 interested parties and the solicitations were placed on both the MSRC's and AQMD's Web sites.
A $1 million CNG School Bus Incentives RFQ was considered by the MSRC at its October 24, 2002 meeting, which provides funding under a tiered incentive for four classes of buses from traditional full-size school buses to compact cutaways. The RFQ seeks qualified school bus vendors to participate in the program. The MSRC also defined their $1 million participation in the AQMD's Lower-Emission School Bus Program. An item will be included on the November 1, 2002 Board agenda under the consent calendar to approve this RFQ and commitments as part of the FY 2002-03 Work Program.
Miscellaneous Expenditures for FY 2001-02 Third Quarter
Every May the MSRC considers an Administrative Budget for the next fiscal year, as a projection of the 5% administrative cap provided by the law. As part of the Administrative Budget, the MSRC specifically allocates monies for miscellaneous expenditures, such as printing and mailing costs, computer upgrades and equipment for MSRC staff, and office supplies. For FY 2001-02 the MSRC approved $35,848 for these miscellaneous expenses. AQMD staff provides a report on actual miscellaneous expenditures for the MSRC's information. At the MSRC's September 26, 2002 meeting, AQMD staff reported that actual miscellaneous expenditures for the third quarter of FY 2001-02 was $8,436.41. Fourth quarter year-end closing expenditures for FY 2001-02 will be reported at an upcoming meeting.
One Final Report Received and Approved
The MSRC unanimously received and approved one final report for the City of Anaheim, Contract #00014, which provided $141,193 for the purchase of a zero-emission electric tram. All final reports are filed in the AQMD's library and a two-page summary of each closed project can be viewed in the electronic library on the MSRC's Web site at http://www.msrc-cleanair.org.

Contract Administrator Report
The MSRC's AB 2766 Contract Administrator provided a written status report on all open contracts from FY 1995-96 through the present. This Contract Administrator Report is attached for your information.
