Mobile Source Air Pollution Reduction Review Committee

SYNOPSIS: 

Below is a summary of key issues addressed at the MSRC’s August 22, 2002 meeting. The committee report on the MSRC's September 26, 2002, will be included within the Board Calendar in the November 2002 Board agenda. The MSRC's next meeting is Thursday, October 24, 2002, at 1:30 p.m. in Room CC8.

Minutes

Minutes from the May 23, 2002 meeting were unanimously approved, as submitted. The minutes are attached for your information (Attachment 1).

Miscellaneous Expenditures for FY 2001-02 First and Second Quarters

Every May the MSRC considers an Administrative Budget for the next fiscal year, as a projection of the 5% administrative cap provided by the law. As part of the Administrative Budget, the MSRC specifically allocates monies for miscellaneous expenditures, such as printing and mailing costs, computer upgrades and equipment for MSRC staff, and office supplies. For FY 2001-02 the MSRC approved $35,848 for these miscellaneous expenses. AQMD staff provides a report on actual miscellaneous expenditures for the MSRC's information. At the MSRC August 22, 2002 meeting, AQMD staff reported that actual miscellaneous expenditures for the first half of FY 2001-02 were $16,037.65. Third quarter expenditures for FY 2001-02 will be reported at the MSRC's next meeting.

Final Reports Received and Approved

The MSRC unanimously received and approved four final reports, as follows:

  1. Metallic Power Contract #96013, which provided $189,000 for a zero-emission metal/air vehicle demonstration;

  2. Orange County Transportation Authority Contract #99002, which provided $1,860,000 for the purchase of 186 LNG transit buses;

  3. City of Los Angeles Contract #00036, which provided $58,508 for an on-road heavy-duty alternative fuel vehicle program; and

  4. City of Los Angeles Contract #01001, which provided $74,750 for Bike Patrols for Clean Air.

All final reports are filed in the AQMD's library and a two-page summary of each closed project can be viewed in the electronic library on the MSRC's Web site at http://www.msrc-cleanair.org.

Annual MSRC Web Site Statistical Report

MSRC staff provided a report detailing use of the MSRC's Web site for the period August 3, 2001 through July 3, 2002. According to the results, the MSRC's electronic library continues to be one of the most popular features of the site. During this period 492,831 hits were made to the site. Traffic to the site stems mostly from bookmarks, Google.com, Yahoo!, and the AQMD Web pages. Improvements to the site continue to be made.

Contract Modification Requests

The MSRC unanimously approved three contract modifications, as follows:

  1. Seven-month contractual term extension and longer timeline for vehicle delivery for Taormina Industries Contract #02023, which provides $154,385 for the purchase of ten LNG trucks and construction of an L/CNG fueling station;

  2. Modification to statement of work to relax geographic requirements for Southern California Association of Governments Contract #00021, which provides $68,794 for development of a ridestar automated survey.

  3. Nine-month contractual term extension for City of Alhambra Contract #S0119, which provides $30,250 for construction of a CNG refueling station.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provided a written status report on all open contracts from FY 1995-96 through the present. This Contract Administrator Report is attached for your information.
