PROPOSAL:

Execute Contract to Purchase Global Positioning System Units for Marine Vessels and Amend April 5, 2002 Board Action to Include Inadvertently Excluded Contractors

SYNOPSIS:

In order to increase enforcement activities on marine vessels that are funded under AQMD and State programs, staff proposes to in-stall global positioning system (GPS) units and/or data loggers on a maximum number of 113 Board approved marine vessels at a cost not to exceed $275,000. The AQMD will provide the appropriate funding to each marine vessel operator or contractor from this pro-posed amount to purchase GPS units and/or assorted equipment that meet the needs of the AQMD. On April 5, 2002, Board approved funding for marine auxiliary engines for a total amount of $566,547 allocated from the State Emission Mitigation Fund. Two appli-cants, Seaboard Marine and Westoil Marine, were inadvertently ex-cluded from the list of applicants and project summaries in the original Board letter. Staff recommends executing contracts with Seaboard Marine and Westoil Marine as part of the original Board action. Total funding for marine auxiliary engines will not change.

RECOMMENDED ACTION:

  1. Authorize the Chairman to amend contracts with Board approved marine vessel contract awardees under the Carl Moyer Fund (38 GPS units, $92,460), Rule 2202Executive Order Emissions Mitigation AQIP Fund (19 GPS units, $46,230), and the State Emissions Mitigation Fund (56 GPS units, $136,310)to acquire to acquire a maximumtotal number of 113 global positioning systems (GPS) and/or data loggers at a cost not to exceed $275,000.

  2. Authorize the Chairman to amend the April 5, 2002 Board action to include Seaboard Marine and Westoil Marine as applicants under the State Emission Mitigation Program for marine vessel auxiliary engines, as set forth in Attachment 2.

Background

Under the Carl Moyer (Phases 1, 2, and 3), RECLAIM AQIP, RECLAIM Executive Order Emissions Mitigation, Rule 2202, and the State Emissions Mitigation programs, the Board has so far approved 154 main propulsion engine marine vessel projects. Of these vessels, which are under the RECLAIM AQIP and the RECLAIM Executive Order Emissions Mitigation programs, 41 have GPS units installed on them. Pursuant to Rule 1631, the GPS units are to monitor the position of these vessels once every 30 minutes. This information, which is stored on a magnetic device (data logger), is submitted quarterly to the AQMD for evaluation.

On April 5, 2002, the Board approved marine vessel auxiliary engine projects under the State Emission Mitigation Program for a total of $566,547. These projects have the potential of reducing NOx and PM annually by 20 tons and 1.5 tons, respectively.

Proposal

In order to increase enforcement activities on marine vessels that are funded under the Carl Moyer (Phases 1, 2, and 3), Rule 2202, and the State Emissions Mitigation programs, staff proposes to install GPS units and/or data loggers (and associated miscellaneous components) on a maximum of 113 Board approved marine vessels at a cost not to exceed $275,000. The AQMD will reimburse marine vessel operators and contractors for GPS units and data loggers only if the marine vessel currently does not have a GPS unit. If the marine vessel currently has an operating GPS unit, marine vessel operators and contractors will only be reimbursed for the data logger. Funding for the equipment and/or data loggers will be provided from the respective programs.

The CARB programs and Rule 2202 do not currently require the installation of GPS units. These projects only include main propulsion engines. Staff is proposing that provide the appropriate funding to each marine vessel operator or contractor under the Carl Moyer, Executive Order Emissions Mitigation (Rule 2202) AQIP, and the State Emissions Mitigation programs install GPS units that meet the monitoring requirements of Rule 1631. The GPS will determine the latitude, longitude, date, and time every 30 minutes and store the information on a magnetic device. The GPS and data logger specifications are listed in Attachment 1. The information gathered by the GPS will be submitted quarterly to the AQMD for evaluation.

On April 5, 2002, Board approved funding for marine auxiliary engines for a total amount of $566,547. This action should have included awards to Seaboard Marine and Westoil Marine which were inadvertently excluded from the referenced project list. Staff is requesting the Board’s approval to include Seaboard Marine and Westoil Marine as applicants under the State Emission Mitigation Program for marine vessel auxiliary engines. The marine vessel projects and the funding are listed in Attachment 2. Total funding and emission reductions for marine auxiliary engines will be the same since this action would be is administrative in nature.

Benefits to AQMD

The installation of GPS units on all marine vessels that are funded under AQMD and State contracts will provide added enforcement capability to the AQMD to monitor the location of marine vessels as they generate NOx emission reduction credits (ERCs).

It is estimated that each GPS unit and data logger will cost a maximum of $2,300. Sufficient funds are available in each of the above special revenue program funds. The amendment of the April 5, 2002 Board action does not have any resource impact since the action is administrative in nature.
