Report of RFPs and RFQs Scheduled for Release in September

SYNOPSIS: 

This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of September.

Background

At its April 9, 1999 meeting, the Governing Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, no longer require individual Governing Board approval. However, a monthly report of all RFPs and RFQs over $50,000 is included as part of the Board agenda package and the Board may, if desired, take individual action on any item. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.

In accordance with the AQMD’s consulting and contracting policies, a public notice advertising the RFP and inviting bids will be published in the following publications:

Additionally, potential bidders will be notified utilizing the Los Angeles County MTA Directory of Certified Firms, the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; and AQMD’s own electronic listing of certified minority vendors. Notice of the RFP will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon, or http://www.aqmd.gov/busjob/ ] and AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.

Proposal Evaluation

Proposals received will be evaluated by a diverse panel of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

Issue RFQ for Voice Mail System Upgrade

In 1991 the AQMD acquired Nortel Meridian Mail System to support District's individual user voice mailboxes, Announcement messages, Voice Menu Services, Fax On Demand, and Voice Form applications. Our current Meridian Mail software (version 13.12.1) has reached its maximum capacity and can no longer be upgraded to more advanced applications, such as Unified Messaging, Integrated Voice and Fax Messaging, Speech Activated Messaging, Application Builder, and Reporter. Staff recommends upgrading the current voice system to Call Pilot, the second generation of Nortel voice mail system. This action is to issue an RFQ to select a qualified vendor capable of upgrading the voice mail system to Call Pilot.
