The Mobile Source Committee met on August 23, 2002. Attached is the summary of the meeting.

The meeting started at 9:05 a.m. Present: Vice Chair Jon Mikels and Committee Member Jim Silva. Absent: Committee Chair Roy Wilson and Committee Members Jane Carney, Norma Glover and Ron Loveridge. The attachment is an attendance roster.

INFORMATION ITEMS
 

1)   

Warehouse/Distribution Centers – Proposed Interim HRA Methodology and Mitigation Measures for CEQA Analysis
Staff gave a presentation on Interim Recommended Technical Guidance for preparing Health Risk Assessments (HRAs) for warehouse/distribution centers.  The guidance provides information on modeling approaches, emission factors, exposure determination, and possible mitigation measures.  The guidelines will be used by the CEQA Section in advising applicants on the appropriate procedures in addressing the environmental impact of warehouse/distribution centers.
 

2)  Proposed Amendments to Rule 1610 – Old Vehicle Scrapping
An overview of the proposed amendments was provided.  Staff reported that the proposed amendments will modify Rule 1610 to be consistent with CARB’s recently amended statewide vehicle scrapping requirements.  The amendments include the following:  an extension of vehicle eligibility; changes to Smog Check and vehicle registration-related requirements; updates to emission credit values for scrapped vehicles; clarification and administrative changes, including new definitions.
 
3)  Future Short-term Credit Generation Concepts
Staff discussed concepts for future credit rules.  The main emphasis will be to create PM and other ERCs for Regulation XIII, starting first with revising existing pilot credit rules.  Concepts include marine vessels, fuel cells used in hotelling, stationary agricultural pumps, ground support equipment (GSE), off-road farm and construction equipment, and locomotives.  Many of these categories require amendments to Regulation XIII.

Concepts for ground support equipment include electrification of GSE not subject to the GSE MOU.  Off-road farm and construction equipment includes equipment such as scrapers and bulldozers.  Committee Member Jon Mikels noted that rule development efforts for GSE in the past were not pursued so that the MOU would handle emission reductions.  Emission reductions from this category have not been realized.  Interest was expressed regarding a comparison of emissions from GSE to commercial jets.

Regarding trains, past electrification and other demonstration projects were not completed due to the expense of the projects.  Metrolink has expressed interest in exploring credit generation possibilities.

Each category is being evaluated for possible credit type and life, as well as cost-effectiveness.  Locomotive concepts include using either diesel or LNG, low sulfur fuel, and particulate traps.
 

4) 

Status Report on CVSIP Implementation
Staff gave an implementation status report on 2002 CVSIP (Coachella Valley PM10 SIP).  As noted at the July Mobile Source Committee meeting,  AQMD staff has prepared a 2002 CVSIP Addendum that includes 2003 milestone emission targets and budgets.  That Addendum addresses the EPA request for interim milestone information before they take action on the 2002 CVSIP. EPA has reviewed the draft Addendum and said it addressed their concern. The public hearing is scheduled for September 13th.  CARB has indicated that they will submit both the 2002 CVSIP and Addendum after the Board takes action on September 13th.  2002 CVSIP implementation activities include continued enhanced compliance activities and initial work on SIP commitments.  A draft model local ordinance, draft amendments to AQMD rules, and a draft enforcement MOU between local CV cities and the AQMD are in development.   CVAG, AQMD and MSRC staff are working on implementing PM10 control projects, such as sand fencing, enhanced street sweeping, unpaved road stabilization and paving.  In response to public comment, the AQMD staff is also working with local CV stakeholders, Bureau of Land Management and other federal land managers to specifically address and mitigate the impact from blowsand off natural lands (e.g. the Fringe-Toed Lizard Preserve).  Staff concluded by reviewing the implementation schedule, which includes the September 13th Board hearing on the 2002 CVSIP Addendum and ordinance/rule adoption by late 2003.
