SYNOPSIS:
This report summarizes the California Fuel Cell Partnership Steering Team meeting held July 16-17, 2002.

Technology, August 23, 2002. Less than a quorum was present during the discussion of this item; the Chairman communicated his concurrence and recommendation that this item be forwarded for Board consideration with no approval or disapproval recommendation from the Committee.

SUMMARY OF AGENDA ITEMS
The July 16-17, 2002 Steering Team meeting included a welcome to new Steering Team
member U.S. EPA, an update on Freedom Car and Fuel Cell Vehicle Report to Congress by
DOE, and status reports of ongoing activities. After the meeting adjourned, a tour of Cellex
Power Facility was hosted by Methanex.
Decisions made include:
Narrative Plan for the CaFCP post-2003 with amendments approved and referred to a
working group for development of detailed goals and objectives.
Safety team mission statement approved with amendment.
Approved CaFCP approach for addressing codes and standards issues, and International
Code Council Consensus statement with amendments.
Approved concept of Open House event at CaFCP in West Sacramento during Earth
Week in April 2003 and partner with EVAA conference EVS-20 in Long Beach, CA in
November 2003.
Approved the mobile gaseous hydrogen fueling proposal with CaFCP shared funding,
fueling proposal for Road Rally event in September with CaFCP shared funding and
from cost-savings from other activities, and the Richmond fueling station as a CaFCP
satellite station with safety management strategy and disclaimer language for Fueling
Interface document.
Approved holding January 2003 Steering Team meeting in Palm Springs, hosted by
AQMD with tour of Sunline.
The CaFCP ST members decided to turn down any requests for endorsements, as the
CaFCP does not want to become an endorsement body. If any of the individual members
wish to endorse any entity, they may do so independent of the CaFCP.
Other items:
Convene Post-2003 volunteer member working group to develop detailed goals and
objectives to implement the approved narrative post-2003 Plan for consideration by
the Post-2003 Plan Steering Team and the CaFCP Steering Team at their next meetings.
Post-2003 working group will consider all future sites for additional fueling in
conjunction with developing detailed goals and objectives to implement the narrative
post-2003 Plan.
Fuels team to report on progress of Richmond satellite station at next CaFCP Steering
Team meeting.
USEPA will report on current status of fuel cell vehicle modeling benefits at the next
CaFCP Steering Team Meeting.
Each CaFCP member is requested to provide a codes and standards contact for their
organization.
The next CaFCP Steering Team meeting is scheduled for October 29-30, 2002 in Sacramento. CaFCP members are invited to attend a CARB/DOE organized International
Transportation Fuel Cell Summit scheduled to be held October 28, 2002 in Sacramento.
