Barry R. Wallerstein, D.Env. Background In January 2003, the U.S. EPA requested assistance from the AQMD to collect samples at various AQMD monitoring stations as part of a special national program. Actual sample collection began in early February 2003 utilizing AQMD resources with the understanding that the U.S. EPA will subsequently reimburse the AQMD. Thus far, U.S. EPA has provided training, samplers, and consumables; however funding has yet to be received. As a result of the funding delay, U.S. EPA is providing funds for the last three quarters of federal fiscal year (FFY) 2003, and all of FFY 2004. The funds are sufficient for the AQMD to meet its obligations under the monitoring program. Proposal Staff has been in discussions with U.S. EPA staff on the reimbursement to AQMD to conduct the special ambient monitoring and has reached concurrence with U.S. EPA on the specific levels of funding. A summary of the funding allocation is provided in Attachment 1. Specifically, for the last three quarters of FFY 2003, U.S. EPA has allocated $415,858 for: training, consumables, FTE costs, communications, and mileage. For the entire FFY 2004, $601,608 has been provided to cover all program costs. Resource Impacts U.S. EPA funding will fully support the special particulate monitoring program for the period including training, consumables, FTEs, communications, and mileage.
