This report highlights AQMD rulemaking activity and public workshops tentatively scheduled for the year 2003.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD's rulemaking and control measure implementation schedule. Scheduling changes that have occurred since last month's forecast are summarized.

Rule 1138.1

Control of Emissions from Underfired Charbroiler Restaurant Operations (CM#99 PRC-03, Phase II)

Proposed Rule 1138.1 is being moved from October to an undetermined date (TBD) in 2004 to further explore cost-effective emission reduction strategies from this source category.

Rule 1148.1

Oil Field Production Wells (FUG-05, Phase III)

Proposed Rule 1148.1 is being moved from September to October to analyze additional data obtained during the rule development analysis and allow for public workshop of the proposed rule reflecting that data.

Rule 1171

Solvent Cleaning Operations

Proposed amended Rule 1171 is being added and is scheduled to go to the Board in November. This amendment was previously included on this report as Rule 1113 amendments. Only the solvent portion of the measure is being removed to Rule 1171. The amendment will reduce VOC emissions from clean-up of architectural coating application equipment and will complement proposed amended Rule 1113 – Architectural Coatings in implementing Phase III of control measure C7S-07.

Rule 1315

NSR Tracking System

Proposed amended Rule 1315 is being moved from October to an undetermined date (TBD) pending resolution of SIP approvability issues raised by U.S. EPA.

The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located at the end of the report (Attachment D).

Reg. IV, XI, XIV and XX Rules

Various rule amendments needed to achieve AQMP emission reduction requirements and other requirements of state and federal law. Also, various Reg. XIV rules will be evaluated for possible command-and-control rules to reduce toxic emissions as part of the Air Toxics Control Plan.
