Mobile Source Air Pollution Reduction Review Committee

SYNOPSIS:

A summary of key items discussed at the MSRC’s October 23, 2003 meeting. The December MSRC meeting is canceled. The next MSRC meeting will be Thursday, January 22, 2003, at 1:30 p.m. in Room CC8.

Minutes

Minutes from the July 24 and September 25, 2003 meetings were unanimously approved. They are attached for your information (Attachment 1).

Approval of FY 2003-04 Conceptual Work Program Solicitations/Programs

On October 23, 2003, the MSRC unanimously approved four RFPs, two Program Announcements, and one Program Opportunity Notice providing funding up to $11.05 million as well as three other program elements as part of its $14.5 Million FY 2003-04 Conceptual Work Program, as follows:

small blue checkmark Clean Fuels Programs ($10.5 million)

  • RFP #P2004-11: On-Road Heavy-Duty Alternative Fuel Vehicle Program, providing funding for new, heavy-duty alternative fuel vehicles, refueling infrastructure with a minimum purchase of vehicles, facility modifications and mechanic training with a reserve of 25% funding for public fleets ($2 million);
  • RFP #P2004-12: Off-Road Heavy-Duty Diesel Pollution Reduction Program, providing funding for new alternative fuel off-road vehicles, diesel-to-diesel repowers to Tier 2 off-road engines; and refueling infrastructure with a minimum purchase of vehicles, ($2 million);
  • RFP #P2004-13: Alternative Fuel & Advanced Technology Transit Bus Program, providing funding for medium- and full-size alternative fuel and advanced technology transit buses, refueling infrastructure, facility modifications, and mechanic training with a $200,000 per county geographic minimum ($1.5 million);
  • CNG School Bus Incentives Program, ($2 million): the specifics of this program are still being developed and will be brought to the MSRC separately and for consideration by the AQMD Board in December 2003;
  • RFP #P2004-14: Implementation of Publicly Accessible Alternative Fuel Infrastructure in the SCAQMD, with a maximum of $250,000 for refueling stations for CNG, LNG, and L/CNG fuels and a funding cap per entity of $750,000 ($1.25 million);
  • PA #2004-06: Diesel Exhaust After-Treatment Retrofit Program, providing 100 percent funding up to $8,000 per CARB verified devices and $500 per device to offset higher low-sulfur diesel costs ($500,000);
  • Taxicab & Shuttle Incentives, providing a $3,000 buydown per vehicle to vehicle purchasers, as co-funding match to the AQMD’s taxi incentive ($750,000);
  • CNG Home Refueling Appliance Buydown Program ($200,000): commercialization of this appliance is still being developed and specifics of the program will be brought to the MSRC and AQMD Board for consideration in early 2004.

small blue checkmark TCM Programs ($4.3 million)

  • PA #2004-05: Local Government Match Program, providing funding for medium- and heavy-duty vehicle purchases and infrastructure as well as park-n-ride lot rehabilitation and purchase of new and expanding video-conferencing facilities ($3 million);
  • Regional Rideshare Database Enhancements ($500,000), specifics of this element are still being developed and will be brought to the MSRC and AQMD Board for consideration in early 2004; and
  • PON #2004-01: Regional Commuter Buspool Program, seeking new, innovative buspool solutions for over-the-road coaches for buspool services ($800,000), with priority for 2003 and 2004 vintage engines that use alternative fuels.

The AQMD Board approved the $14.5 Million FY 2003-04 Conceptual Work Program, as detailed above, at its November 7, 2003 meeting. The above solicitations were subsequently released to the public and posted to the AQMD and MSRC websites.

FY 2002-03 Work Program

As part of the FY 2002-03 Work Program, the Riverside Transit Agency was awarded $100,000 for improvements to its alternative fuel refueling station. RTA originally proposed adding a minimum 800 scfm compressor, and replacing dispensing and emergency shut-down panel systems at their existing fueling station at 1825 Third Street in Riverside. Recently, RTA’s compressor experienced a malfunction that is beyond repair; therefore, RTA requested that their project be modified to construct a new CNG refueling station on the same property. The old station will be maintained as a backup fueling source. The MSRC unanimously approved modifications to this draft, unexecuted contract at its October 23, 2003 meeting, and the AQMD Board subsequently approved the revised contract award on November 7, 2003, as part of the FY 2002-03 Work Program.

Final Report Received and Approved

The MSRC unanimously received and approved one final report for the City of Corona Contract #01014, which provided $166,176 for the construction of a CNG fueling station. All final reports are filed in the AQMD's library and a two-page summary of each closed project can be viewed in the electronic library on the MSRC's Web site at http://www.msrc-cleanair.org.

Contract Modification Requests

The MSRC approved the following two contract modifications, as follows:

1)   An increase of $6,667 in contract value for California Bus Sales Contract #03002, in addition to $533,333 award for CNG school bus buydowns, to ensure a full $60,000 incentive for the last qualifying school bus; and
 
2)   A modified statement of work to relocate the proposed LNG fueling station to another site in the South Coast and an eight-month no-cost time extension for CR&R Inc. Contract #02012, which provides $315,000 for the purchase of ten LNG trucks, construction of one LNG fueling station, modification of maintenance facility and mechanic training).

The MSRC also unanimously approved the cancellation of a contract with Clean Energy, which was initially awarded to construct an LNG refueling station for service by Stater Bros. vehicles. However, Stater Bros. independently established a fueling station onsite and no longer plans to fuel at the proposed project site. Consequently, the MSRC canceled Contract #00033 and returned the $250,000 award to the Discetionary Fund. Clean Energy supported this decision.

Departing Members and Support Staff and New Member

The MSRC presented a plaque to Ms. Nancy Covey for providing ten years of assistance to the MSRC as its Contracts Advisor as well as a certificate of appreciation to Ms. Cheryl Collier for her dedication from January 1999 through June 2003 as a member of the MSRC’s Technical Advisory Committee.

In addition, the MSRC unanimously appointed Thomas Plenys as the Alternate "Air Pollution Control Expert" on the Technical Advisory Committee. H&S Code 44244(c) establishes a Technical Advisory Committee to assist in the development of the work program and its membership shall include one or more persons who have academic training and professional expertise in air pollution control. The MSRC-TAC’s air pollution control expert position is currently filled by Todd Campbell of the Coalition of Clean Air. Mr. Plenys will act as an alternate to Mr. Campbell to fulfill this legislative mandate.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provided a written status report on all open contracts from FY 1998-99 through the present. This Contract Administrator Report is attached for your information (Attachment 2).
