This report highlights AQMD rulemaking activity and public workshops tentatively scheduled for the year 2003.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD's rulemaking and control measure implementation scheduled. Scheduling changes that occurred since last month's forecast are summarized.

Rule 109

Recordkeeping

Proposed amended Rule 109 is being rescheduled from March to April to allow additional time to work with interested parties and other agencies to finalize a proposal that is approvable.

Regs. IX/X

NSPS/NESHAPS

Regs. IX and X are being removed from the rule calendar. There have not been any updates to Reg. X over the last year. Two very minor changes were made to Reg. IX. U.S. EPA concurs that these changes do not need to be listed in Reg. IX until next year’s update.

Rule 1105.1

Fluid Catalytic Cracking Units

Proposed amended Rule 1105.1 is being rescheduled from March to April to allow for further evaluation of achieved limits.

Rule 1127

Emission Reductions from Livestock Waste

Proposed amended Rule 1127 is being rescheduled from March to April to allow additional time for staff analysis.

Rule 1145

Plastic, Rubber, and Glass Coatings

Proposed amended Rule 1145 is being rescheduled from March to May to allow time to complete staff analysis.

Rule 1315

NSR Tracking System

Proposed Rule 1315 is being rescheduled from April to May to allow staff time to resolve issues raised by CARB and U.S. EPA.

Emissions from Electroplating Processes

Hexavalent Chromium Emissions from Chrome Plating and Chrome Acid Anodizing Operations

Proposed Rules 1426 and 1469 are being rescheduled from March to April to allow staff time to complete the negotiated rulemaking process and finalize the proposed rules.

Proposed Rule 1437 is being scheduled for June 2003.

Below is a list of all rulemaking activity scheduled for the year 2003. The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located at the end of the report (Attachment D).
