Rule and Control Measure Forecast

This report highlights AQMD rulemaking activity and public workshops tentatively scheduled for the year 2003.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD's rulemaking and control measure implementation scheduled. Scheduling changes that occurred since last month's forecast are summarized.
Progress in 2002
Significant progress was made in 2002 in the development and adoption of rules and rule amendments. Thirty rules were amended and one rule was adopted. With the two SIP measures adopted or implemented (i.e., WST-01 and Phase II of FUG-05) in 2002, the AQMD achieved approximately 5.4 tons/day VOC reductions. With the rulemaking efforts in 2002, the AQMD has met and exceeded the emission reduction obligations of 2002 as well as the total emission reduction obligations of 48 tons/day under the SIP settlement agreement. To date, a total of 55.4 tons per day of VOC reductions have been achieved under the SIP commitment. However, the SIP settlement agreement still requires adoption of the remaining short-term measures, such as Phase III of FUG-05 and Phase III of CTS-07, if they are feasible and cost-effective.
In addition, Regulation XIII (new source review) was amended to improve the availability of offset credits through the use of short-term credits and other mechanisms. Significant progress was also made in implementing the Air Toxics Control Plan to mitigate impacts of key toxic air contaminants, the most notable achievements being the amendment of Rule 1168 that phases out the use of methylene chloride in adhesive formulations, and amendment of Rule1421 that seeks to gradually phase out the use of perchloroethylene as a dry cleaning agent.
Further, a revision to the PM10 attainment plan for Coachella Valley was adopted and an update to the SCAB's 1997 PM10 Plan was also provided to the U.S. EPA in 2002.

last three columns refer to the type of rule adoption or amendment: AQMP refers
to the adoption and implementation of AQMP control measures (Attachment A);
Toxics refers to the adoption and implementation of programmatic as well as
source-specific toxic-related rules (Attachment B); and Other refers to
administrative rules or changes to an existing rule to clarify or improve rule
enforceability, SIP corrections, or implementing state or federal regulations
(Attachment C). A more detailed description of the proposed rule adoption or
amendment is located after this calendar under the type of rule adoption or
amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located
at the end of the report (Attachment D).
