SYNOPSIS: 

This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of January.

Background

At its April 9, 1999 meeting, the Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, no longer require individual Governing Board approval. However, a monthly report of all RFPs and RFQs over $50,000 is included as part of the Board agenda package and the Board may, if desired, take individual action on any item. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.

In accordance with the AQMD’s consulting and contracting policies, a public notice advertising the RFP and inviting bids will be published in the following publications:

Additionally, potential bidders will be notified utilizing the Los Angeles County MTA and Cal Trans Directories of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Notice of the RFP will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Website [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.

Proposal Evaluation

Proposals received will be evaluated by a diverse panel of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

Issue RFP for Employee Relations Litigation and Negotiation Services

AQMD contracts with outside law firms for employee relations litigation services and for legal counsel during labor contract negotiations and on various labor-management issues. Current contracts expire June 30, 2003. This action is to issue an RFP for the purpose of selecting a contractor(s) to perform these services under a single contract or placing pre-qualified firms on an approved vendor list. Funds for these services in the amount of $200,000 will be requested in the FY 2003-04 Budget, and funding for the remaining two years will be requested in subsequent Budgets.

Issue RFP for Telecommunication Services

On September 10, 1999, the Board approved a contract with GTE California to provide telecommunication services to the District. These telecommunication services included local, long distance, and toll-free services; leased circuits; ISDN PRI T1 lines; cellular phones, calling cards; internet services; video conferencing; and phone switch maintenance. The contract expires on May 30, 2003. This action is to issue an RFP to select vendors capable of providing these services for a three-year period. Funds ($836,400) for this expense are included in the FY 2002-03 Budget. (Review: Administrative Committee, December 13, 2002)
