Rule and Control Measure Forecast

This report highlights AQMD rulemaking activity and public workshops tentatively scheduled for the year 2003.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD's rulemaking and control measure implementation schedule. Scheduling changes that have occurred since last month's forecast are summarized.

Rules to be Rescheduled/Removed and Added
 

Rule 1105.1

Reduction of PM10 and Ammonia Emissions from Fluid Catalytic Cracking Units

Proposed Rule 1105.1 has been moved from June to September to allow more time for source testing and the review of and response to additional information submitted by industry.

Rule 1127

Emission Reductions from Livestock Waste

Proposed Rule 1127 is being moved from September to November to allow more time to investigate anaerobic digester technologies and collect additional data for staff analysis.

Rule 1145

Plastic, Rubber, and Glass Coatings

Proposed amended Rule 1145 is being rescheduled from September to November to provide additional time to complete staff analysis and response to public comments.

Rule 1149

Storage Tank Cleaning and Degassing

Proposed amended Rule 1149 is being removed from September to tentative March 2004 hearing date to allow staff time to complete analysis.

Rule 1168

Adhesive and Sealant Applications

Proposed amended Rule 1168 is being moved forward to October from November to address SIP approval issues identified by U.S. EPA.

Rule 1198

Intermodal Equipment

Proposed Rule 1198 is being moved from September to November to allow more time to develop baseline inventory and assess possible regulatory approaches.

Rule 1315

NSR Tracking System

Proposed Rule 1315 is being moved from September to October to allow more time to resolve U.S. EPA approvability issues and for public input.

Rule 1405

Control of Ethylene Oxide and Chlorofluorocarbon Emissions from Sterilization or Fumigation Processes

Proposed amended Rule 1405 is being postponed from October 2003 to an unspecified date in 2004 due to pending action by U.S. EPA and CARB.

On-Road Motor Vehicle Mitigation Options

The proposed amendment to Rule 2202 is being moved from the August agenda to October due to proposed inclusion of performance requirements and the related staff analysis involved.

Below is a list of all rulemaking activity scheduled for the year 2003. The last three columns refer to the type of rule adoption or amendment: AQMP refers to the adoption and implementation of AQMP control measures (Attachment A); Toxics refers to the adoption and implementation of programmatic as well as source-specific toxic-related rules (Attachment B); and Other refers to administrative rules or changes to an existing rule to clarify or improve rule enforceability, SIP corrections, or implementing state or federal regulations (Attachment C). A more detailed description of the proposed rule adoption or amendment is located after this calendar under the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located at the end of the report (Attachment D).

Reg. IV, XI, XIV and XX Rules
