Background On April 4, 2003, the Board recognized and appropriated U.S. EPA grant funds in the amount of $75,000 to the FY 2002-03 budget to execute a contract with the Port of Long Beach. The project involves the retrofit of up to 50 pieces of yard equipment at the Port of Long Beach with diesel oxidation catalysts (DOCs). The contract with the Port of Long Beach could not be executed in FY 2002-03 due to delays in identifying a marine terminal tenant to participate in the retrofit program. Proposal The Port of Long Beach has recently identified a marine terminal tenant and provided an equipment list. Since the contract with the Port of Long Beach could not be executed before the fiscal year expired, staff is recommending the Board to reappropriate the funds originally approved on April 4, 2003 to the FY 2003-04 Budget to allow execution of the contract with the Port of Long Beach. Benefits to AQMD The successful implementation of this project will result in the reduction of particulate matter emissions associated with diesel engines operated at the Port of Long Beach. The project will also produce concurrent reductions of gaseous hydrocarbons, including air toxics, and carbon monoxide emissions, which is an additional benefit. Resource Impacts The total funding for this project at the Port of Long Beach will be limited to the $75,000 grant from U.S. EPA, which was not expended in FY 2002-03. / / / |
