TITLE:

Reappropriate Funds to Execute a Contract with Port of Long Beach

SYNOPSIS:

On April 4, 2003, the Board approved the execution of a contract with the Port of Long Beach to retrofit yard equipment with diesel oxidation catalysts. The contract with the Port of Long Beach could not be executed in FY 2002-03 due to delays in identifying a marine terminal tenant to participate in the retrofit program. The Port of Long Beach has recently identified a tenant and provided the equipment list. This action is to reappropriate the funds approved by the Board on April 4, 2003 to the FY 2003-04 Budget to allow execution of contract with the Port of Long Beach.

RECOMMENDED ACTION:

  1. Recognize revenue upon receipt of the Section 103 Grant from U.S. EPA in an amount of $75,000 for a Port of Long Beach project involving the retrofit of yard equipment with diesel oxidation catalysts.
     
  2. Appropriate $75,000 from the Undesignated Fund Balance to the FY 2003-04 Budget to the Science & Technology Advancement, Professional and Special Services in the amount of $75,000.
     
  3. Authorize the Executive Officer to execute a contract with Port of Long Beach to retrofit yard equipment with diesel oxidation catalysts in an amount not to exceed $75,000.

Background

On April 4, 2003, the Board recognized and appropriated U.S. EPA grant funds in the amount of $75,000 to the FY 2002-03 budget to execute a contract with the Port of Long Beach. The project involves the retrofit of up to 50 pieces of yard equipment at the Port of Long Beach with diesel oxidation catalysts (DOCs). The contract with the Port of Long Beach could not be executed in FY 2002-03 due to delays in identifying a marine terminal tenant to participate in the retrofit program.

Proposal

The Port of Long Beach has recently identified a marine terminal tenant and provided an equipment list. Since the contract with the Port of Long Beach could not be executed before the fiscal year expired, staff is recommending the Board to reappropriate the funds originally approved on April 4, 2003 to the FY 2003-04 Budget to allow execution of the contract with the Port of Long Beach.

Benefits to AQMD

The successful implementation of this project will result in the reduction of particulate matter emissions associated with diesel engines operated at the Port of Long Beach. The project will also produce concurrent reductions of gaseous hydrocarbons, including air toxics, and carbon monoxide emissions, which is an additional benefit.

Resource Impacts

The total funding for this project at the Port of Long Beach will be limited to the $75,000 grant from U.S. EPA, which was not expended in FY 2002-03.
