Mobile Source Air Pollution Reduction Review Committee

Below is a summary of key issues addressed at the MSRC’s April 24, 2003 meeting. The MSRC's next meeting is Thursday, May 22, 2003, at 1:30 p.m. in Conference Room CC8.

Approval of Minutes

Minutes from the February 28, 2003 meeting were unanimously approved. They are attached for your information (Attachment 1).

FY 2003-04 Work Program Priorities

At its March 31, 2003 retreat the MSRC voted on priorities for the FY 2003-04 Work Program in Concept. A summary of their priorities by category is attached for your information (Attachment 2). The top two categories were heavy-duty on-road and off-road alternate fuel vehicles. These two categories have traditionally been combined under one solicitation, but it has been proposed that they be considered as separate categories for cost effectiveness reasons. This suggestion will be explored further. The MSRC-TAC has formed two subcommittees to explore the highest ranking categories. The MSRC will consider the FY 2003-04 Work Program in Concept at its June 26, 2003 meeting.

Approval of Programmatic Outreach Services Award

On February 7, 2003, as part of its FY 2002-03 Work Program, the MSRC released a $45,000 RFP, #P2003-20, to re-test the market for programmatic outreach services, which would include outreach and promotion of work program achievements, development and dissemination of marketing/promotional materials, outreach assistance to contractors and public, and attendance at various meetings and public events. The RFP closed March 7, 2003, at which time seven proposals had been received. The top two ranked proposers were interviewed by a subcommittee of the MSRC’s Technical Advisory Committee and an award to Better World Group, the top ranked firm, was recommended by the MSRC on April 24, 2003. The AQMD Board approved this award on May 2, 2003, as part of the FY 2002-03 Work Program.

Approval of "Rideshare Thursday" Campaign Award

The FY 2002-03 Work Program included $800,000 to retain a public relations, advertising or marketing firm to develop and implement a regional public awareness campaign promoting the benefits of ridesharing. Sixteen proposals were received in response to an RFP which closed on January 10, 2003, and the top five finalists were interviewed. At the MSRC’s request additional information was requested from the top two ranked proposers and on April 24, 2003, the MSRC recommended an $800,000 award to Johnson/Ukropina, the top ranked firm, because in part their proposal included broader outreach encompassing ethnic radio markets. The AQMD Board approved this award on May 2, 2003.

Approval of Several FY 2002-03 Work Program Awards

On October 4, 2002 the Board approved the MSRC’s FY 2002-03 Work Program in Concept totaling $14.95 million. Included within the Work Program was a $2.45 million Local Government Match Program Announcement and Application to provide co-funding for alternative fuel vehicles and infrastructure projects. At its April 2003 meeting the MSRC unanimously approved five applications totaling $207,925, and the AQMD Board approved these awards on May 2, 2003. This is in addition to the twelve applications totaling $1,076,885 already approved by the MSRC and AQMD Board. The City of Costa Mesa was also awarded a $10,000 contract to purchase one CNG vehicle, which was a continuation of a project approved in the FY 2000-01 Work Program. The AQMD Board also approved this award on May 2, 2003. Also included within the Work Program was $1 million for the Coachella Valley PM10 Reduction Program to provide co-funding to qualifying particulate matter reduction projects. At its April 2003 meeting the MSRC unanimously approved one application totaling $27,000, and the AQMD Board approved this award on May 2, 2003. This is in addition to the twelve applications totaling $974,190.69 already approved by the MSRC and AQMD Board.

The Work Program also included $2 million for a CNG School Bus Incentives Program. On February 7, 2003, the Board approved the MSRC’s recommendation to award $300,000 contracts to three school bus vendors to implement the CNG School Bus Incentives Program. The remaining $1.1 million was to augment the qualified vendor contracts based upon sales performance. A-Z Bus Sales, one of the three vendors, has nearly expended its original $300,000 award and requested an additional $400,000 contract. On April 24, 2003 the MSRC approved an additional $400,000 award for a total of $700,000 to A-Z Bus Sales. The AQMD Board approved this award on May 2, 2003. Out of the $2 million allocated to this Program, $700,000 remains unallocated at this time.

Light-Duty Repair Assistance Program

On October 4, 2002, the Board approved a $500,000 sole-source contract to the Bureau of Automotive Repair (BAR) for the MSRC to partner on a light-duty vehicle repair assistance program. Negotiations on the program parameters have been ongoing with BAR. On April 24, 2003, the MSRC received an update on the program status and was asked to consider allowing tampered vehicles to participate in the program. The MSRC approved including tampered vehicles because they felt greater emissions reductions would be achieved and were concerned with innocent third-party purchasers. In addition, the MSRC asked BAR to look into the possibility of including vehicles older than 30 years into the program.

Participation in the 9th National Clean Cities Conference

The 9th National Clean Cities Conference was held in Palm Springs from May 18-21, 2003. The AQMD offered to share its booth at the conference with the MSRC, and the MSRC felt its participation would be worthwhile. On April 24, 2003 they authorized reimbursement of registration and travel costs for MSRC members and MSRC support staff in an amount up to $5,000, consistent with the MSRC travel policy.

Final Reports Received and Approved

The MSRC unanimously received and approved three final reports, as follows:

1)   City of Los Angeles Contract #01025, which provided $51,459 towards the purchase of three CNG street sweepers;
 
2)   City of Ontario Fire Department Contract #01006, which provided $4,367 for an employer bicycle program; and
 
3)   Noxtech Contract #97005, which provided $210,000 for development of a plasma-assisted catalyst muffler.

All final reports are filed in the AQMD's library and a two-page summary of each closed project can be viewed in the electronic library on the MSRC's Web site at http://www.msrc-cleanair.org.

Contract Modification Request

The MSRC unanimously approved a six-month extension on the project timeline for City of Big Bear Lake Contract #L0204, which provides $10,037 towards the purchase of an LPG visitors trolley. This contract is currently not executed, but will be executed shortly based on the new timeline with an end date of June 30, 2003.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provided a written status report on all open contracts from FY 1995-96 through the present. This Contract Administrator Report is attached for your information (Attachment 3).
