PROPOSAL:

Establish Classification and Add and Delete Positions

SYNOPSIS:

As part of a restructuring of Public Affairs, staff recommends 1) establishing a new class of Public Affairs Manager, at a salary range of $71,757 – 87,243, to oversee legislative affairs and intergovernmental relations and 2) replacing the vacant Designated Deputy position that had been responsible for this function with a Public Affairs Manager. This action would not increase the staffing level of Public Affairs and would result in an annual salary savings of approximately $7,368.

RECOMMENDED ACTIONS:

  1. Add the classification of Public Affairs Manager;
  2. Adopt the attached class specification;
  3. Adopt the attached resolution amending the Salary Resolution to establish a salary range of $71,757 – 87,243 for the new Public Affairs Manager class; and
  4. In Public Affairs, delete a Designated Deputy position and add a Public Affairs Manager position.

Background

Administration of the legislative affairs and intergovernmental relations function has been the responsibility of a director-level Designated Deputy position. Given the broad oversight of Public Affairs program areas provided by the Assistant Deputy Executive Officer and the Public Advisor (Senior Public Affairs Manager), staff recommends establishing a new manager class to oversee the District’s legislative affairs and local government relations program. The new manager would administer the Board’s legislative agenda and develop effective advocacy programs to achieve support for that agenda. Additionally, the position would be responsible for performing special assignments on behalf of the Designated Deputy or the Public Advisor to assure efficient and coordinated day-to-day operation of Public Affairs.

Proposal

Staff recommends establishing the new classification of Public Affairs Manager at a salary range of $71,757 – 87,243.

Staff also recommends deleting the vacant Designated Deputy position currently allocated to Public Affairs for this function. Consequently, the action recommended here would not result in an increase in Public Affairs staffing.

Resource Impacts

Based on current fifth-step salaries, this action would result in a salary savings of approximately $7,368.

RESOLUTION NO. 03-

                    A Resolution of the South Coast Air Quality Management District Board amending AQMD’s Salary Resolution to establish the new classification of Public Affairs Manager at a salary range of $71,757 – 87,243.

                    WHEREAS, the Governing Board of the South Coast Air Quality Management District exercises its duty to review and determine appropriate wages, hours, and other terms and conditions of employment provided to employees.

                    THEREFORE, BE IT RESOLVED that the Board of the South Coast Air Quality Management District, State of California, in regular session assembled on June 6, 2003, does hereby amend AQMD’s Salary Resolution to establish the new classification of Public Affairs Manager at a salary range of $71,757 – 87,243.

TITLE:  PUBLIC AFFAIRS MANAGER                                             Approved:

DEFINITION:
Under general direction of the Designated Deputy over Public Affairs or the Senior Public Affairs Manager, plans, organizes, and manages the District’s legislative affairs and local government relations program; acts as liaison with and represents the District before local, state, and federal bodies and with elected officials and their representatives; develops recommendations for and administers the Board’s legislative agenda; may perform special projects for and act on behalf of the Designated Deputy or the Senior Public Affairs Manager; and does other work as required.

CLASSIFICATION STANDARDS:
This single-position management class is characterized by the responsibility to oversee the analysis of legislation to identify concerns and opportunities in relation to District goals and objectives, develop recommendations on the District’s legislative agenda, and manage effective and appropriate advocacy programs to achieve support for that agenda. The position may also perform special assignments on behalf of the Designated Deputy or the Senior Public Affairs Manager to assure efficient and coordinated day-to-day operation of Public Affairs.

EXAMPLES OF DUTIES:
Plans, develops, and manages the District’s legislative affairs and local government relations program; serves a liaison with governmental representatives; and represents the District before governmental bodies.

Oversees the review and analysis of existing, proposed, and potential state and federal legislation; monitors and supports legislative activity to protect and enhance District interests; coordinates the preparation of information and testimony before legislative bodies and public entities; oversees activities of legislative consultants; and advises management on District positions and strategies.

Formulates recommendations on legislative policy and develops program-implementation strategies based on analysis of data and feedback from legislators, Board Members, community and special interest groups, environmental and community activists, consultants, staff, and public and private agencies regarding the understanding and perceptions of District rules, regulations, policies, and procedures.

Maintains close working relationships with elected officials and their representatives, agency staff, business and community representatives, and environmental and special interest groups to obtain feedback on and support for District programs, policies, and positions.

Represents the District by making presentations at or actively participating in meetings, workshops, conferences, panel discussions, and other events in support of District policies and proposals relating to air pollution control and other related matters; oversees the arrangement and coordination of meetings and hearings.

Directs the completion of day-to-day work, special assignments, projects, and reports and assigns, reviews, and evaluates the work of subordinates.

Performs special assignments for and may act on behalf of the Public Advisor or the Designated Deputy, as needed.

MINIMUM REQUIREMENTS:

EXPERIENCE: Five years of progressively responsible experience in legislative analysis and advocacy; OR five years of other relevant experience that would demonstrate possession of the requisite knowledge, skills, and abilities needed to plan, develop, and supervise a legislative affairs and local government relations program.

EDUCATION: Graduation from an accredited college or university with a bachelor’s degree in political science, public affairs, communications, public or business administration, urban or environmental planning, or a related field.

SUBSTITUTION: A related master’s degree from an accredited college or university may substitute for up to one year of the required experience.

KNOWLEDGE OF: State and federal legislative processes; successful techniques and strategies for effective advocacy on behalf of a governmental agency; air quality and other environmental issues confronting large metropolitan regions; the complex issues and special interests that exist in highly diverse communities; correct English grammar, spelling, punctuation, and vocabulary; methods of evaluating program effectiveness; project management techniques; principles and practices of management, organization, and supervision; and professional report writing.

ABILITY TO: Analyze and evaluate complicated technical, legal and regulatory issues; develop, in support of District goals and objectives, sound and practical recommendations with respect to legislation and various organizational issues; communicate complex information accurately, clearly, succinctly, and persuasively, orally and in writing, to a variety of audiences; develop effective advocacy strategies for agency programs; effectively plan, direct, organize, and supervise the work of staff to accomplish agency goals and objectives; handle multiple special project assignments to assure efficient and effective coordination of day-to-day public affairs operations; establish and maintain effective relations with all those contacted in the course of work, including elected officials, community and civic groups, public agencies, private organizations, and District staff.
