This report highlights AQMD rulemaking activity and public workshops tentatively scheduled for the year 2003.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD's rulemaking and control measure implementation scheduled. Scheduling changes that occurred since last month's forecast are summarized.

|
Proposed amended Rule 1401 is being added for a May public hearing. The proposed change is to update tables to reflect a new risk value from the state.

Hydrogen Fluoride Storage and Use |
|
Rule 1410 is being removed from the Rule Forecast calendar because the issue has been addressed through a memorandum of understanding with the company, which will phase out the use of concentrated HF, and therefore no rule is necessary.

Rule 1637
|
Credit Generation for Trains |
|
This rule is being removed from the calendar. Fewer engines will be replaced in the next several years than originally projected, which significantly decreases the need for such a rule.

Rule 2202
|
On-Road Motor Vehicle Mitigation Options |
|
Proposed amended Rule 2202 is being rescheduled from April to August to allow more time to address several credit issues and to perform the environmental assessment.

Advance Target for Board Hearings
Below is a list of all rulemaking activity scheduled for the year 2003. The
last three columns refer to the type of rule adoption or amendment: AQMP refers
to the adoption and implementation of AQMP control measures (Attachment A);
Toxics refers to the adoption and implementation of programmatic as well as
source-specific toxic-related rules (Attachment B); and Other refers to
administrative rules or changes to an existing rule to clarify or improve rule
enforceability, SIP corrections, or implementing state or federal regulations
(Attachment C). A more detailed description of the proposed rule adoption or
amendment is located after this calendar under the type of rule adoption or
amendment (i.e. AQMP, Toxics, and Other) Upcoming Public Workshops are located
at the end of the report (Attachment D).
*An asterisk indicates that the rulemaking is a potentially significant
hearing.
