This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of March.

Background

At its April 9, 1999 meeting, the Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, no longer require individual Board approval. However, a monthly report of all RFPs and RFQs over $50,000 is included as part of the Board agenda package and the Board may, if desired, take individual action on any item. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, and the AQMD contact.

In accordance with the AQMD’s consulting and contracting policies, a public notice advertising the RFP and inviting bids will be published in the following publications:

Additionally, potential bidders will be notified utilizing the Los Angeles County MTA and Cal Trans Directories of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Notice of the RFP will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Website [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.

Proposal Evaluation

Proposals received will be evaluated by a diverse panel of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

On June 15, 2001, the Board approved a vendor list for the purchase of personal computer hardware, software, and installation services for a period of two years. The current vendor list expires on June 30, 2003. This action is to competitively develop a new list of vendors for computer, network and printer; hardware, software and related services for a two-year term. Funds ($250,000) have been allocated in the FY 2002-03 Budget.

On September 13, 2002, the Board recognized Clean Air Act Section 105 Grant funding from U.S. EPA under the Photochemical Assessment Monitoring Station (PAMS) program and allocated $100,000 to replace five station housings in the air monitoring network. The replacement of the station housings is necessary due to the age of current trailers and portable buildings, and high maintenance costs and expenditure of staff time needed to ensure that the instruments are secure from weather and vandalism. Sufficient funds are available under Item #40 in the capital equipment account of the FY 2002-03 Budget. This action is to issue an RFQ for the purchase of up to five station housings.

Issue RFQ to Purchase Gas Chromatograph, Sulfur Chemiluminescence Detector/PC System

As part of compliance, environmental justice, and odor complaint resolution, the laboratory routinely analyzes fugitive and source test samples for sulfur gases. A gas chromatograph interfaced to a sulfur chemiluminescence detector and PC system is essential for accurate sample analysis for this wide range of sample types. This sulfur gas detection system will replace a system that is over 10 years old and experiencing increasingly frequent breakdowns. The new instrument will not only ensure continued capability, its superior detection limit will allow ambient-level detection and capability of being deployed in the field. Funds for this purchase have been allocated in the FY 2002-03 Budget under item #24.
