SYNOPSIS:

This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of May.

Background

At its April 9, 1999 meeting, the Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, no longer require individual Board approval. However, a monthly report of all RFPs and RFQs over $50,000 is included as part of the Board agenda package and the Board may, if desired, take individual action on any item. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.

In accordance with the AQMD’s consulting and contracting policies, a public notice advertising the RFP and inviting bids will be published in the following publications:

Proposal Evaluation

Proposals received will be evaluated by applicable diverse panels of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

In 1999, AQMD migrated from legacy financial management systems to PeopleSoft enterprise resource management software for financial functions. The software was upgraded to Release 7.5 in 2001. Technical support for the Release 7.5 financial modules will end in December 2004. This action is to issue an RFP to solicit bids to provide targeted technical and functional support during the upgrade to a more recent release. Funds for these services ($160,000) are included in the FY 2003-2004 Budget request.

Issue RFP to Perform Data Analysis of PAMS

As part of the PAMS Program, comprehensive measurements of ozone precursors and meteorology have been collected in the South Coast Air Basin since 1993. In 1998 data analyses were performed on the PAMS data collected from the start of monitoring through 1997. The proposed RFP seeks qualified consultants to analyze the PAMS photochemical and meteorological data collected since the previous analysis and to analyze trends with entire database for the South Coast Air Basin, as recommended by the U.S. EPA. Funding for the PAMS data analysis in the amount of $200,000 is identified in the FY 2002-03 Budget from the U.S. EPA Section 105 Grant supplement for the PAMS Program.
